Objectives

The tender aims to secure services for the rendering of horticultural services, supply of horticultural materials, garden upgrades, repair of irrigation systems, and control of invasive plants at multiple Magistrate Courts (Dunnottar, Tsakane, Johannesburg, Benoni, and Boksburg) over a period of 36 months. The overarching goal is to maintain and upgrade the gardens and related infrastructure in accordance with specified standards and requirements.

Scope

The scope includes:

• Provision of horticultural services including maintenance, pruning, fertilization, and irrigation management.
• Supply of horticultural materials such as plants, seedlings, fertilizers, and pest control products.
• Garden upgrades and landscaping improvements.
• Repair and maintenance of irrigation systems and control of invasive plants.
• Provision of equipment, tools, protective clothing, and safety measures required for the work.
• Site inspections, monitoring, and reporting as per contractual obligations.

Technical Requirements

The technical requirements specify:

• CIDB grading of 4 SH or higher.
• Provision of key personnel including horticulturists, supervisors, pest control officers, irrigation specialists, machine operators, and safety officers with specified qualifications and experience.
• Development and submission of a detailed project execution plan covering 36 months.
• Provision of equipment such as lawn mowers, brush cutters, irrigation tools, and safety gear, with proof of ownership or lease agreements.
• Adherence to safety standards, environmental regulations, and site-specific instructions.
• Implementation of a cost-effective and sustainable maintenance program.
• Compliance with site inspection, progress reporting, and quality assurance protocols.

Skills Requirements

The tender stipulates the following skills and qualifications for personnel:

• Horticulturists with a minimum NQF level 6 diploma and relevant experience (minimum 2-5 years depending on the role).
• Supervisors with horticultural certificates and experience.
• Pest control officers with valid certificates from the Department of Agriculture.
• Irrigation specialists with SETA accreditation and experience.
• Machine operators trained and experienced in horticultural machinery.
• Safety officers with SACPCMP registration and relevant experience.
• Drivers with valid Code EB driver’s licenses and experience.
• Support staff with skills in plant care, pest management, and safety procedures.

Additionally, personnel must demonstrate the ability to work efficiently, adhere to safety standards, and maintain high-quality horticultural practices.
