Tender Summary: Dust Suppression and Water System Repairs

Objectives

The primary objective is to engage qualified contractors to assess, repair, and maintain dust suppression and water distribution infrastructure across Transnet Port Terminals facilities. The goal is to restore system reliability, ensure compliance with environmental and safety regulations, and support continuous port operations.

Scope of Work

The procurement covers the complete repair and rehabilitation of existing dust suppression and water networks. This includes inspection, troubleshooting, and replacement of damaged pipelines, pumps, valves, spray nozzles, water storage tanks, and associated control systems. Bidders must provide comprehensive pricing for all labour, materials, equipment, and supervision required to execute the works as detailed in the full tender documentation.

Technical Requirements

Bidders must demonstrate the technical capacity to perform civil, mechanical, and electrical works on industrial water and dust management systems. Key requirements include:

• Proficiency in pipefitting, pressure testing, leak detection, and system commissioning.
• Experience with pump servicing, motor alignment, and hydraulic system maintenance.
• Compliance with South African National Standards (SANS) for industrial water systems.
• Adherence to occupational health and safety regulations and environmental protection guidelines.
• Mandatory electronic pricing submission via the designated supplier portal; paper-based pricing schedules will be automatically rejected.

Skills & Qualifications Requirements

Suppliers must possess relevant industry experience and proper trade qualifications. Required competencies include:

• Certified trade personnel (plumbers, pipefitters, electricians, and pump technicians).
• Project management expertise suitable for heavy industrial or port environments.
• Valid Tax Clearance Certificate and proof of Broad-Based Black Economic Empowerment (B-BBEE) compliance.
• Financial stability to undertake the contract, subject to due diligence if requested.
• Joint ventures are permitted, provided one partner submits the bid using its registered profile and attaches a consolidated B-BBEE scorecard.

Key Terms & Unusual Requirements

Electronic Tender Submission Portal (TDPS): All bids must be uploaded digitally through Transnet’s supplier portal. Each company must register its own profile, log intent, and submit electronically. Submissions must occur at least one day before the closing deadline to mitigate technical or bandwidth issues. Mismatched profiles or late submissions will be disqualified.

B-BBEE Preference Points: Evaluation allocates 80 points to price and 20 points to B-BBEE status. Additional preference points are awarded for Level 1–2 contributors and 51% black youth-owned entities. Valid verification certificates or sworn affidavits are mandatory for scoring.

POPIA Compliance: Strict data protection protocols apply. By submitting a bid, respondents consent to Transnet processing their personal information for evaluation, contract award, auditing, and regulatory purposes, while Transnet commits to secure handling and lawful data management.
