Objectives

The primary objective of the tender is to replace aging Power Line Carrier (PLC) links in the East Grid substations to improve reliability and address obsolescence issues. The project aims to ensure environmental compliance, minimize environmental impacts during refurbishment, and promote sustainable environmental management practices.

Scope

The scope includes replacing PLC equipment at eight substations (Ariadne, Athene, Eros, Georgedale, Hector, Illovo, Invubu, and Mersey), addressing environmental impacts associated with construction activities, and ensuring environmental management requirements are met. It covers activities such as site establishment, handling of hazardous materials, waste management, land rehabilitation, and environmental monitoring, in line with Eskom’s standards and legislative requirements.

Technical Requirements

• Development and implementation of an Environmental Management Programme (EMPr) aligned with project scope.
• Compliance with environmental legislation, permits, and standards (e.g., NEMA, WCMR, WIS).
• Proper handling, storage, and disposal of hazardous and non-hazardous waste, including asbestos and PCBs.
• Segregation and labelling of waste streams according to best practices.
• Development of method statements for environmental activities, including waste minimization, pollution control, and site rehabilitation.
• Monitoring and reporting of environmental performance, incidents, and waste management activities.
• Training and awareness programs for personnel involved in the project.
• Preparation of waste inventories, manifests, and documentation for legal compliance.

Skills and Competency Requirements

• Qualified Environmental Management System (EMS) practitioners with experience in infrastructure refurbishment projects.
• Environmental officers with knowledge of environmental legislation, permits, and standards.
• Personnel trained in waste management, hazardous materials handling, and pollution control.
• Ability to develop and implement method statements, environmental procedures, and monitoring plans.
• Experience in incident investigation, corrective action management, and environmental reporting.
• Effective communication and training skills to raise awareness among project staff and contractors.
• Proficiency in environmental documentation, including EMPr, waste inventories, manifests, and compliance reports.
