Objectives

The primary objective of this tender is to establish a panel of multi-disciplinary professional service providers to assist the Department of Land Reform and Rural Development (DLRRD) in planning, designing, implementing, monitoring, evaluating, and providing technical support on various infrastructure development projects across the nine provinces of South Africa. The aim is to facilitate sustainable rural development, land reform, and associated infrastructure projects over a period of 36 months.

Scope

The scope includes the appointment of qualified multi-disciplinary firms capable of delivering services such as:

• Project management
• Civil and structural engineering
• Agricultural engineering
• Mechanical and electrical engineering
• Architectural services
• Quantity surveying
• Town and regional planning
• Environmental management
• Occupational health and safety

The services cover infrastructure projects in social, economic, and agricultural sectors, including feasibility studies, design, construction monitoring, project evaluation, and technical advisory support across all nine provinces, on an as-and-when-required basis for 36 months.

Technical Requirements

• Professional registration and compliance with relevant legislation (e.g., Engineering Profession Act, CIDB standards, environmental laws)
• Demonstrated experience in infrastructure projects within the built environment
• Provision of qualified key personnel including project managers, engineers, planners, environmental specialists, etc.
• Capacity to undertake investigations, surveys, design, project management, and monitoring activities
• Adherence to environmental and safety regulations, including obtaining necessary permits and licenses
• Use of GIS-compatible data and software for project documentation and reporting
• Implementation of quality assurance and project control systems
• Ability to provide technical support and technical reports for decision-making and project approval processes

Skills Requirements

• Professional registration with bodies such as SACPCMP, ECSA, SACQSP, SACAP, or relevant authorities
• Proven experience in multi-disciplinary infrastructure projects, including feasibility, design, and construction phases
• Capacity to manage large-scale projects across multiple provinces with diverse stakeholder engagement
• Ability to prepare technical reports, project documentation, and environmental assessments
• Strong project management, coordination, and communication skills
• Knowledge of South African legislation, environmental laws, and procurement regulations
• Competence in using GIS and other project management software
• Experience in stakeholder consultation, community engagement, and stakeholder management
• Ability to deliver within specified timeframes and budget constraints
