Objectives

The primary objective of this tender is to establish a pre-approved list of accredited training service providers (TSPs) for a period of thirty-six (36) months. The aim is to facilitate skills development in the construction and related trades, addressing skills deficiencies, mismatches, and promoting socio-economic upliftment through targeted training interventions.

Scope

The scope involves the provision of trade skills training aligned with Quality Council for Trade and Occupation (QCTO) standards. Training will focus on developing laborers and strengthening SMMEs involved in Department projects, with emphasis on trades such as Bricklaying, Painting, Paving, Construction Management, Electrical, Solar Installation, Welding, and New Venture Creation. The training will include modules on market opportunities, customer service, financial management, business planning, and marketing. The Department aims to support active projects by providing onsite and simulation-based training, prioritizing local content and targeted groups like Youth, Women, Persons with Disabilities, and Military Veterans.

Technical Requirements

• Accreditation: Training providers must hold valid accreditation from SETA or QCTO, not older than six months prior to bid closing.
• Trade Certification: For Category A trades, providers must submit valid certificates of trade accreditation (e.g., Building and Civil Construction Certificates).
• Resource Personnel: Key trainers, assessors, and moderators must possess relevant qualifications and experience, with minimum experience thresholds (e.g., 5+ years for facilitators, assessors, and moderators).
• Mandatory Documentation: Complete and signed SBD forms, proof of SARS Tax Compliance Status, CSD registration, company registration documents, and B-BBEE certificates or affidavits.
• Functionality: Bidders must demonstrate capacity through previous similar projects, project team CVs, and supporting documentation, scoring a minimum of 60 points out of 100 in functionality evaluation.
• Evaluation: Bids will be assessed on mandatory compliance, administrative compliance, and functionality, with a threshold of 70 points for functionality to qualify for the panel.

Skills Requirements

• Trade Skills: Electrical, Solar Installation, Welding, Bricklaying, Painting, Plastering, Carpentry, Plumbing, and New Venture Creation.
• Modules to include: Market Identification, Customer Service, Financial Management, Business Planning, Marketing, and Pricing.
• Experience: Trainers, assessors, and moderators must have at least 3-5 years of relevant experience, with documented proof.
• Project Experience: Bidders must provide references and project details demonstrating successful delivery of similar training projects.
• Capacity: Ability to deliver unit standards-based training, onsite and simulation-based, over the three-year period, with a focus on local content and targeted beneficiary groups.
