Objectives

The primary objective of this tender is to establish a contractors panel to assist the KwaZulu-Natal Department of Agriculture and Rural Development (KZN DARD) with drilling and equipping boreholes over a period of thirty-six (36) months. The department aims to create a readily available pool of qualified contractors who can be called upon to implement borehole projects as needed, supporting socio-economic development, especially in resource-poor and emerging farming communities, in line with national policies and the NDP 2030.

Scope

The scope of work includes:

• Preparation of geohydrological studies and site assessments, including desktop and geophysical surveys.
• Drilling of boreholes to a minimum depth of 50 meters, using suitable methods based on geological conditions (e.g., Air Percussion, Mud Rotary, Symetrix, Odex).
• Testing of boreholes, including yield tests (SDT, CDT, drop-down tests), water sampling, and chemical analysis.
• Equipping boreholes with appropriate pumps (electric, solar, windmill, backup generators), including installation of casings, seals, and possibly reservoirs.
• Provision of comprehensive reports detailing drilling, testing, and installation outcomes.
• Provision of geo-hydrological services, site supervision, and project management.
• Adherence to minimum standards and guidelines for groundwater development.

The services are to be performed on an as-and-when basis within the framework of a three-year panel arrangement, without guaranteed quantum of work.

Technical Requirements

• Registration with CIDB at CE category or higher.
• Proof of relevant geohydrological expertise, including SACNASP registration for water resource scientists or geohydrologists.
• Demonstrated experience in borehole drilling, testing, and equipping, supported by relevant project references.
• Availability of suitable equipment and resources, including drilling rigs, geophysical survey tools, pumps, and safety gear.
• Compliance with South African standards (SABS 1200 series, SANS 50197-1, etc.) and occupational health and safety regulations.
• Provision of necessary insurances (damage, public liability, all risks).
• Ability to deliver detailed technical reports, including borehole construction certificates, yield data, and water quality analysis.
• Adherence to environmental and safety regulations during drilling and construction activities.

Skills Requirements

• Technical expertise in groundwater resource assessment, geohydrological studies, and borehole drilling techniques.
• Experience in managing borehole testing, including yield and water quality testing, and interpreting results scientifically.
• Capability to operate and maintain drilling and geophysical survey equipment.
• Proficiency in preparing project execution plans, progress reports, and final documentation.
• Knowledge of health and safety standards, environmental regulations, and community engagement protocols.
• Strong project management and coordination skills to liaise with department officials, contractors, and community stakeholders.
• Ability to mobilize and manage local labor and resources efficiently.
• Compliance with all legal, safety, and environmental requirements as specified in the tender documents.
