Tender Summary

Objectives

The primary objective is to engage a qualified service provider to conduct an independent Ethics Risk and Opportunity Assessment for Sasria SOC Ltd. The assessment aims to identify existing, emerging, and material ethics-related risks and opportunities within the organisation. Findings will strengthen the corporate ethics culture, inform the official ethics risk register, and enhance the overarching Ethics Management Strategy.

Scope of Work

The engagement spans one month and encompasses five structured phases:

  • Planning Phase: Define assessment objectives, boundaries, and stakeholder engagement strategy.
  • Ethics Risk Assessment Phase: Deploy qualitative and quantitative data collection methods to evaluate ethics risks across all internal departments and third-party relationships, focusing on core values, leadership, speaking-up mechanisms, conflicts of interest, fairness, accountability, and integrity.
  • Risk Analysis & Prioritisation: Evaluate identified risks based on likelihood, severity, and organisational significance.
  • Recommendations & Improvement Planning: Develop actionable controls, mitigation strategies, monitoring measures, and assign clear risk owners.
  • Reporting: Present preliminary findings to the Ethics Function, followed by a final comprehensive report and executive presentation to the Executive Committee and/or Social and Ethics Committee.

Deliverables include a detailed findings report, updated risk register components, and strategic improvement plans aligned with resource allocation and organisational values.

Technical Requirements

  • Mandatory Compliance: The proposed team leader must hold a valid Ethics Institute of South Africa supporter certificate. Failure to submit this documentation results in immediate disqualification.
  • Proven Experience: Demonstrable track record in conducting ethics risk assessments, substantiated by signed reference letters from public sector clients over the past five years.
  • Methodology Proposal: A detailed execution plan outlining how each phase will be delivered, ensuring direct alignment with stated objectives and outputs.
  • Evaluation Thresholds: Technical scoring allocates 40 points for bidder experience, 40 points for team lead experience, and 20 points for methodology. A minimum score of 70 out of 100 is required to progress to financial and preference point evaluations.

Skills Requirements

  • Subject-Matter Expertise: Advanced proficiency in ethical governance frameworks, compliance auditing, and organisational risk management.
  • Data & Analytical Competence: Ability to design surveys, conduct stakeholder interviews, synthesise quantitative/qualitative data, and model risk exposures accurately.
  • Strategic Advisory: Capability to translate complex risk data into prioritised, actionable mitigation plans and executive-ready reporting.
  • Team Lead Qualifications: Extensive practical experience in ethics risk consulting, validated through a comprehensive curriculum vitae highlighting relevant project delivery, industry knowledge, and leadership capability.

Key Terms & Conditions

B-BBEE Preference System: Twenty preference points are allocated based on Broad-Based Black Economic Empowerment status. Points are awarded for being an Exempt Micro Enterprise (EME) or Qualifying Small Enterprise (QSE) with at least 51% black ownership, or for committing to subcontract at least 20% of the contract value to qualifying black-owned entities. Valid B-BBEE certificates or sworn affidavits are mandatory proof.

Cost Containment Guidelines: Proposed consultancy rates must comply with National Treasury Instruction 01 of 2024/2025 regarding cost containment measures for professional services.

Payment Structure: Remuneration is fixed, VAT-exclusive, and linked to approved deliverables. All costs must be itemised per activity/deliverable in the provided pricing schedule. Sasria reserves full discretion to cancel, amend, or partially award the procurement process without liability until a formal written agreement is executed.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
