Objectives

The primary objective of this tender is to execute road surveillance measurements, including profile and deflection assessments, on the North West Provincial paved and unpaved roads. The measurements aim to provide current network condition data, assist in prioritizing maintenance actions, and support the Pavement Management System of the Department of Public Works and Roads. The project seeks a single Service Provider to perform both profile and FWD measurements across the provincial road network over a four-year period, ensuring data accuracy, consistency, and comprehensive coverage.

Scope

The scope encompasses:

• Execution of profile measurements (IRI, rut depth, texture, grade, crossfall, GPS, HD images) on both paved and unpaved roads, including verification sections before and after measurement rounds.
• Performing Falling Weight Deflectometer (FWD) measurements on paved roads to assess pavement deflections at specified intervals.
• Surveying the entire network of approximately 19,644 km, covering various road classes (RCAM Classes 1-5, U1-U5).
• Measurement rounds scheduled for 2026 and 2028, with data collection in accordance with TMH13 guidelines and specified frequencies.
• Preparation of data in specified electronic formats, including GIS mapping, and submission of validation and quality assurance documentation.
• Development and finalization of Health and Safety, Quality, and System Validation Plans prior to survey execution.

Technical Requirements

The technical scope includes:

• Use of compliant profiling and deflectometer equipment with validated calibration and certification, meeting TMH13 standards.
• GPS systems with specified accuracy (<1m) and data collection capabilities integrated with survey equipment.
• Execution of surveys in the designated positive road direction, with measurements at maximum 100m intervals for profiles and 200m for FWDs.
• Measurement during optimal weather conditions (temperature between 0°C and 30°C for deflections; high moisture season preferred for FWDs).
• Validation of equipment through pre-validation reports, validation exercises, and control testing during the survey period.
• Provision of detailed operational procedures, daily checks, and contingency plans within the Contract Quality Plan.
• Submission of all validation, calibration, and certification documentation as part of the tender and during contract execution.

Skills Requirements

The tenderer must demonstrate the following skills and experience:

• Qualified personnel including:
• Project Manager: Registered with ECSA as PrEng or PrTech in Civil Engineering, with extensive experience in network-level road surveys.
• Quality Control Manager: Registered with ECSA, with proven experience in FWD and profilometer surveys.
• Profile Equipment Operator: Diploma or Degree in Civil Engineering, with relevant experience in profiling paved/unpaved roads.
• Deflection Equipment Operator: Diploma or Degree in Civil Engineering, with experience in FWD measurements.
• Experience in executing and validating road profile and deflection surveys, including calibration, validation, and certification of equipment.
• Proven track record in handling large-scale network-level assessments, with references and appointment letters for similar projects.
• Capability to develop and implement Health & Safety, Quality Management, and System Validation Plans.
• Ability to process, analyze, and deliver data in specified formats, ensuring data integrity and compliance with standards.
• Knowledge of TMH13 guidelines and familiarity with GIS mapping and electronic data exchange formats.
