Objectives

The primary objective of this tender is to establish a panel of qualified and experienced service providers for the manufacturing, supply, delivery, and management of precast concrete VIP top structures. The panel aims to facilitate the delivery of these structures to various communities within the Joe Gqabi District Municipality over a period of three years, supporting local economic development, job creation, and infrastructure improvement.

Scope

The scope of work includes:

• Manufacturing and supply of lightweight precast concrete superstructures for VIP toilets according to specified standards and specifications.
• Delivery of structures to designated villages and households within the district.
• Management of the construction and installation process, including storage, transportation, and signing off delivery notes.
• Provision of site support functions, quality control, and adherence to project timelines.
• Creating employment opportunities and empowering local SMMEs through agreements for delivery and related services.
• Ensuring compliance with technical, safety, and environmental standards throughout the project.

Technical Requirements

The technical specifications for the VIP top structures include:

• Superstructure must be lightweight, durable, and operable within local community conditions.
• Concrete back slab and precast concrete floor slab with minimum dimensions of 1500mm x 1500mm.
• Internal measurements of 1100mm x 900mm, with a pit volume capacity of at least 3m³.
• Ventilation features including at least two air vents, a PVC vent pipe of 100mm diameter, and a fly screen.
• Outward opening steel door (minimum 0.8mm thick galvanized steel), with locking mechanisms, a door threshold to prevent reptiles, and a secure locking device operable from inside and outside.
• Inclusion of a plastic toilet seat with lid, a toilet paper holder, and a hand wash facility outside the structure.
• Walls made of interlocking concrete panels for privacy and ease of relocation.
• Roof integrated with the structure, securely fixed, and capable of transferring stresses without weakening the structure.
• All materials must bear SABS/SANS or ISO markings and be certified accordingly.

Skills and Competency Requirements

Applicants must demonstrate:

• Proven experience in manufacturing precast concrete structures, particularly VIP toilet superstructures, within the past five years.
• Capability to produce structures that meet technical standards and specifications, supported by relevant certification (SANS/SABS, ISO).
• Capacity to operate manufacturing plants with adequate facilities and storage depots within the district.
• Ability to manage logistics, quality control, and timely delivery adhering to project schedules.
• Experience in site support, supervision, and management of construction activities.
• Capacity to create local employment and empower SMMEs through partnerships and subcontracting.
• Knowledge of applicable standards such as SABS 1200 series and other relevant civil engineering specifications.
• Demonstrated financial stability and capacity to undertake multiple projects, supported by company experience and financial evaluations.
