Objectives

The primary objective of the tender is to provide fencing for farmers in Flagstaff, improving access to essential services such as clinics, police stations, and schools, and reducing travel distances for local communities. Additionally, the project aims to enhance safety, stormwater management, and stormwater drainage, while creating temporary employment opportunities for local labor. The project also seeks to develop practical skills among emerging contractors through the implementation of Labour-Intensive Construction (LIC) methods where feasible.

Scope

The scope of work includes:

• Site establishment
• Fencing of farmers’ properties, specifically:
• Fencing of Intaniso Primary Co-op
• Fencing of Flying Eagle Maize Farming
• Site clearance, including clearing, grubbing roots, and rough leveling
• Construction of treated timber poles, wire fencing, farm gates, pedestrian gates, and associated infrastructure
• Management of works during construction, including site supervision and safety measures
• Provision of labor, materials, and equipment as per specifications

The works are located approximately 30 km from Flagstaff town, at specified sites for each farm.

Technical Requirements

• Construction must adhere to the specifications outlined in SATS 1286.2011 and COLTO standards.
• All materials used must be SABS approved, and imported materials must be supported by appropriate documentation.
• Labour-intensive methods are required for designated parts of the work, with payment contingent on proper execution using labor-intensive techniques.
• Site clearance, fencing, and associated works must be executed as per detailed drawings and specifications, including proper installation of poles, wire, and gates.
• Construction activities must comply with Occupational Health and Safety regulations, including preparation of health and safety plans and safety monitoring.
• Environmental management and protection measures must be followed, including compliance with relevant environmental legislation and regulations.

Skills and Skills Requirements

• Management and supervisory staff must meet the eligibility criteria, including relevant experience in civil construction and management of labour-intensive projects.
• Key personnel should include a Project Manager with a minimum of 1-3 years’ experience in civil works, and other supervisory staff with appropriate qualifications.
• Contractors must demonstrate successful completion of at least three civil projects valued at R450,000 or more, with relevant references and project experience.
• Personnel involved in construction must be skilled in the use of labor-intensive construction methods, site safety, and environmental management.
• All workers must be trained in health and safety procedures, and appropriate PPE must be provided.
• Contractors should have CIDB registration in a grade of 2SQ or higher, and demonstrate capacity to execute the scope within the specified timeframe.
