Objectives

The primary objective of the tender is to provide fencing for farmers in Lusikisiki, improving access to essential services such as clinics, police stations, and schools by reducing travel distances and enhancing safety. Additionally, the project aims to create temporary employment opportunities for local labor, develop practical skills for emerging contractors through Labour-Intensive Construction methods, and ensure stormwater management and safety improvements.

Scope

The scope of work includes:

• Site establishment and preparation
• Fencing of specified land and farm areas, including site clearance, installation of timber poles, wire fencing, and gates
• Construction of access gates, including hot-dip galvanized farm gates and pedestrian gates
• Management of works during construction, including site supervision and safety measures
• Provision of temporary services such as signage and site access
• Location of works at Qawukeni A/A, approximately 15 km from Lusikisiki town, with specific sites at Lusikisiki and Flagstaff

Technical Requirements

The technical requirements include:

• Adherence to the specifications outlined in SATS 1286.2011 and COLTO standards for road and bridge works
• Use of SABS approved materials, including timber poles, wire, and gates
• Labour-intensive construction methods where specified, with proper supervision and safety measures
• Site clearance, fencing, and gate installation as per detailed drawings and specifications
• Compliance with Occupational Health and Safety Act No. 85 of 2003 and Construction Regulations 2003, including submission of Health and Safety Plans
• Environmental compliance in line with the Constitution, Environmental Conservation Act, and Environmental Management Act
• Proper management of materials, including ownership transfer and insurance coverage

Skills Requirements

The tenderer must demonstrate:

• Management and supervisory staff with relevant experience in civil construction and fencing projects
• Successful completion of at least three civil projects valued at R450,000 or more, with references
• Ability to execute labour-intensive construction methods effectively
• Provision of a comprehensive Health and Safety Plan, including risk assessments and site safety procedures
• Knowledge of environmental legislation and compliance procedures
• Capacity to manage site logistics, materials, and subcontractors efficiently
• Financial stability and CIDB registration in a contractor grading designation of 2SQ or higher
• Local employment capacity, maximizing use of local labor and resources
