Objectives

The primary objective of this tender is to secure the delivery and supply of various consumable materials required at Transnet Engineering Manufacturing Koedoespoort for a period of three (3) years, as and when required. The aim is to establish a reliable supply chain that ensures timely procurement of specified materials to support manufacturing operations, with an emphasis on quality, compliance, and cost-effectiveness.

Scope

The scope encompasses the procurement and supply of a range of consumable materials including, but not limited to:

• Paints (e.g., acrylic, epoxy)
• Thinners and solvents
• Insulating varnishes (white, VIB)
• Sealing compounds (silicone, black pekay)
• Adhesives (contact adhesives, paste)
• Cutting fluids (biochemical coolant)
• Greases (lithium masking grease)
• Slag (crushed trackrite, blast abrasive)
• Other related consumables as detailed in the pricing schedule and specifications

The materials are intended for use in various stages of manufacturing of motors and related equipment at the specified Transnet facility, with quantities covering a three-year demand period.

Technical Requirements

The technical requirements include:

• Supply of materials that meet specified standards and specifications, such as CSS.183/9.10/H30/1990 for acrylic paint, CSS.183/2.70 for epoxy coatings, and other relevant standards.
• Materials must be new, unused, and in accordance with the specified quality standards.
• All hazardous chemicals and substances must be accompanied by Safety Data Sheets (MSDS) as per applicable legislation (e.g., O.M.S. Act 1179).
• Suppliers must provide technical data sheets, certificates of analysis, and QMS documentation where applicable.
• Materials such as adhesives, sealants, and paints must be compatible with existing systems and meet performance criteria specified in Schedule 1.
• Delivery of materials must adhere to specified lead times, packaging, and handling requirements, including compliance with occupational health and safety standards.
• Suppliers must ensure environmental commitments, including waste disposal, recycling, and energy conservation policies.
• All materials must be supplied with appropriate documentation, including MSDS, COA, and batch certificates, prior to or upon delivery.
• Materials must be compliant with relevant South African legislation, including the National Railway Safety Regulator Act and Occupational Health and Safety Act.
• Pricing must be firm, fixed for the contract duration, and submitted on a delivered duty paid (DDP) basis unless specified otherwise.
• Suppliers must demonstrate capability through references, technical methodology, and compliance with quality management standards (e.g., ISO 9001:2015).
