Objectives

The primary objective of this tender is to identify suitable technology partners capable of providing a centralized, integrated national tolling solution for SANRAL. The solution aims to transition from a decentralized tolling environment to a unified, efficient, and customer-centric platform that enhances operational efficiency, regulatory compliance, revenue protection, and supports future mobility innovations.

Scope

The scope encompasses designing, installing, configuring, developing, implementing, operating, maintaining, and supporting a comprehensive tolling ecosystem. This ecosystem will centralize functions currently managed by disparate systems, providing a single source of truth under SANRAL governance. The solution must support:

• Operational components such as lane management, vehicle classification, video surveillance, and transaction processing.
• Integration with external systems including banks, card networks, enforcement agencies, and vehicle databases.
• Core modules like central back-office, audit and reconciliation, monitoring, and reporting.
• Support for multiple tolling methods (manual, automated, ETC, mixed lanes).
• Operational support for offline and online transactions, fraud detection, and revenue assurance.
• Scalability, security, redundancy, and compliance with standards such as PCI DSS, ISO/IEC 27001, and POPIA.

Technical Requirements

The technical specifications include:

• System Availability: 24/7/365 operation with at least 99.5% uptime.
• Security & Compliance: End-to-End Encryption (E2EE), Multi-Factor Authentication (MFA), PCI DSS, ISO/IEC 27001, and adherence to POPIA.
• Integration: Deployment APIs for seamless integration with existing and future systems, including TCH, NaTIS, banks, and enforcement agencies.
• Data Residency: Hosting within South Africa with scalable deployment architecture supporting phased rollouts.
• Resilience & Recovery: RTO of less than 2 hours, RPO of 15 minutes, with automatic failover capabilities.
• Operational Modules: Lane management, vehicle classification, ANPR, video surveillance, account management, invoicing, payments, fraud detection, and analytics.
• Monitoring & Support: Continuous system monitoring, incident management, audit trails, and performance reporting.

Skills Requirements

Respondents should demonstrate expertise in the following areas:

• System Design & Integration: Proven experience in designing and deploying large-scale, centralized tolling ecosystems, including integration with multiple external systems and compliance standards.
• Technology & Security: Strong knowledge of secure transaction processing, encryption standards, fraud detection, and data privacy regulations.
• Operational Support & Maintenance: Capabilities in system support, incident management, performance monitoring, and continuous improvement.
• Project Management: Structured delivery approaches (e.g., Agile, DevOps), with emphasis on quality, governance, and sustainability.
• Innovation & Future Readiness: Ability to propose innovative solutions, including mobility services, advanced analytics, and scalable cloud deployment.
• Compliance & Standards: Familiarity with local and international standards such as PCI DSS, ISO/IEC 27001, and POPIA.
