Objectives

The primary objective of this tender is to procure a comprehensive, eco-friendly cleaning, hygiene, and pest control service at the New Observatory Forensic Pathology Institute (OFPI) under the Department of Health, Western Cape Government. The service aims to ensure high standards of cleanliness, hygiene, and pest management over a five-year period, supporting health and safety standards while adhering to sustainability principles.

Scope

The scope includes the provision of cleaning, hygiene, and pest control services across all OFPI premises. It encompasses scheduled daily, weekly, quarterly, and emergency cleaning activities, waste removal, pest management, staff management, supply of cleaning materials, and compliance with safety and environmental standards. The contract covers all areas within OFPI, including offices, laboratories, washrooms, external facilities, and high-rise windows, with specific requirements for staff management, training, and operational procedures.

Technical Requirements

• Provision of eco-friendly cleaning products compliant with SABS/SANS standards, including biodegradable and low VOC chemicals.
• Use of appropriate cleaning equipment such as vacuum cleaners, floor polishers, high-pressure hoses, and window cleaning rigs, all maintained and serviced regularly.
• Implementation of a two-step cleaning and disinfection process, including daily, weekly, and quarterly routines, deep cleaning, and waste management.
• Adherence to occupational health and safety regulations, including staff vaccination, PPE, and hygiene standards.
• Staff management protocols, including training, uniforms, identification badges, and hygiene audits.
• Waste disposal procedures, including biodegradable sanitary bins, waste separation, and environmentally friendly disposal methods.
• High-rise window cleaning using certified safety equipment and trained personnel, with compliance to fall protection standards.
• Implementation of pest control measures such as fumigation, bait stations, fly traps, and bird proofing, on a scheduled basis.
• Monitoring and reporting procedures, including regular inspections, incident reporting, and compliance audits.

Skills Requirements

• Experience in providing cleaning, hygiene, and pest control services to similar health or government facilities.
• Qualified personnel trained in occupational health and safety, including working at heights and handling hazardous chemicals.
• Staff must possess valid competency certificates for high-rise window cleaning and pest control operations.
• Ability to manage staff schedules, conduct training, and ensure hygiene standards through audits and spot checks.
• Strong understanding of environmental sustainability practices and eco-friendly product usage.
• Effective communication and liaison skills for coordination with OFPI management and safety officials.
• Capability to respond promptly to emergencies, including floods, spills, and pest outbreaks.
