Objectives

The primary objective of the tender is to procure professional services to conduct Energy Performance Certification (EPC) assessments for specified buildings within the Transnet National Ports Authority (TNPA). The goal is to ensure that all identified buildings obtain valid EPC ratings, demonstrate commitment to sustainability, reduce operational energy costs, and support compliance with regulatory requirements. Additionally, the project aims to establish a baseline of current energy performance, identify cost-effective energy efficiency opportunities, and guide future investments aligned with sustainable development goals.

Scope

The scope of services includes:

• Conducting energy performance assessments across multiple TNPA port regions (Western, Central, Eastern).
• Gathering building characteristics, energy consumption data (past 12 months), operating schedules, equipment inventories, occupancy details, and metering arrangements.
• Performing site visits to verify data accuracy and completeness.
• Calculating EPC ratings in accordance with SANS 1544:2014 and SANAS standards.
• Preparing comprehensive building energy assessment reports.
• Issuing validated EPC certificates (hard copy and electronic) for each assessed building.
• Providing consolidated portfolio reports covering all buildings assessed.
• Managing project activities concurrently across all regions with scheduled meetings and progress tracking.

Technical Requirements

The technical requirements include:

• Engagement of qualified EPC professionals holding valid SANEDI confirmation letters.
• Minimum of three registered EPC professionals (Electrical/Mechanical Engineers or Technologists).
• Project management and coordination, including regular progress meetings (kick-off, bi-weekly updates, and close-out).
• Provision of all necessary labour, equipment, and tools to perform site assessments and data collection.
• Adherence to safety standards, including conducting risk assessments, implementing mitigation measures, and complying with health and safety policies.
• Delivery of assessment reports and EPC certificates within specified timelines (e.g., 3 months from assessment completion).
• Use of SANAS-accredited processes for issuing EPCs.
• Transfer of skills and knowledge to TNPA personnel, including training and documentation.

Skills Requirements

The tenderer must demonstrate:

• Professional registration and confirmation from SANEDI for EPC professionals.
• Experience in energy management and issuing EPC certificates for similar building types and sizes.
• Proven capability to perform site assessments, data verification, and energy calculations in accordance with relevant standards.
• Qualified project management personnel, including a Project Manager with NQF Level 6 in Engineering Built Environment.
• Ability to coordinate activities across multiple regions and manage project timelines effectively.
• Capacity to provide all necessary safety equipment and ensure compliance with health and safety regulations.
• Experience in preparing comprehensive reports, technical documentation, and delivering training for knowledge transfer.
