Objectives

The primary objective of this tender is to procure services for in-line inspection of a 16-inch and 18-inch diameter onshore methane-rich gas pipeline network of Transnet Pipelines. The inspection aims to assess pipeline geometry deformation and narrow axial features, including detecting, sizing, and locating defects such as dents, buckles, bends, wrinkles, metal loss, cracks, corrosion, weld anomalies, and fittings. The goal is to ensure pipeline integrity, safety, and operational efficiency over a period of 24 months.

Scope

The scope encompasses the following key activities:

• Inspection of three pipeline sections (from Secunda to Durban) totaling approximately 582 km, in a single pass where feasible.
• Two-stage survey process: first, a geometric deformation survey, followed by a narrow axial feature (metal loss and defect) survey.
• Pre-inspection activities including bore proving and cleaning to ensure safe and unhindered tool passage.
• Use of in-line electronic deformation (calliper) tools and high-resolution magnetic flux leakage (MFL-C) tools for defect detection and sizing.
• Reference all defects to known above-ground markers and existing block valves, with digital reporting compatible with pipeline integrity management systems.
• Data analysis, reporting, and visualisation, including detailed defect sheets, summaries, and statistical data.
• Provision of digitised inspection data for analysis and interrogation.
• Completion of the inspection within approximately 35 weeks of in-field activities, with receiver site establishment and demobilisation included.

Technical Requirements

The technical specifications and requirements include:

• Use of approved in-line inspection tools compliant with Pipeline Operators Forum (POF) 100 of 2021 and API 1163 standards.
• Detection and sizing capabilities for girth welds, fittings, internal/external anomalies, metal loss, cracks, stress corrosion cracking, weld defects, and pipeline fittings.
• Ability to detect and differentiate internal and external surface anomalies, with a high probability of detection and accurate sizing.
• Provision of a Raw Data Viewer and application for data analysis and interrogation.
• Preparation of detailed reports including tool operation data, defect sheets, summaries, and defect assessment based on relevant standards (e.g., B31G, API RP579).
• Development of a comprehensive Method Statement outlining the execution approach, including bore proving, cleaning, survey, and data analysis.
• Compliance with safety, health, and environmental regulations, including contractor induction, safety plans, permits, and risk assessments.
• Provision of qualified personnel with relevant NDT certifications (e.g., ASNT Level 2/3 or equivalent) for survey execution and data review.
• Adherence to project timelines, with a survey duration of approximately 35 weeks for all three pipeline sections.
• Use of digital reports and data integration friendly formats to facilitate pipeline integrity management.
