Objectives

The primary objective of this tender is to secure the provision of comprehensive physical security services for Transnet property (TP) across various sites for a period of twelve (12) months. The aim is to ensure the safety, security, and protection of Transnet assets, personnel, and infrastructure through reliable and compliant security operations.

Scope

The scope encompasses the delivery of physical security services at multiple Transnet sites over a twelve-month period. This includes deploying security personnel, managing security operations, ensuring incident reporting and escalation, providing necessary vehicles and equipment, and complying with all relevant legislative and organizational requirements.

Technical Requirements

• Experience: Bidders must demonstrate relevant experience in physical guarding, with references indicating contracts in commercial, industrial, or residential property markets, valued between R15 million and R30 million, or above R30 million.
• Organizational Capacity: Submission of an organogram showing key personnel such as Operations Manager, Area Manager, Supervisors/Inspectors, and Guards, with valid PSIRA certificates (Grade A, B, or C).
• Personnel Clearance: Valid SAPS Criminal Clearance Certificates for key personnel, not older than 6 months.
• Vehicles and Equipment: Proof of ownership or lease agreements for vehicles, including a letter of intent if leased, and proof of ownership/control of the main office and control room.
• Incident Management: Submission of a comprehensive Standard Operating Procedure (SOP) for incident reporting, escalation, investigation, and closure.
• Data Protection: A POPIA Policy and Data Protection Plan outlining measures for safeguarding personal information and lawful disposal of records.

Skills Requirements

• Qualified security personnel with valid PSIRA registration (Grade A, B, or C).
• Personnel must have valid SAPS Criminal Clearance Certificates.
• Operational managers and supervisors must demonstrate experience and capacity to manage security operations effectively.
• Proficiency in incident reporting, escalation procedures, and compliance with legislative requirements.
• Ability to implement and maintain data protection and confidentiality standards as per POPIA.
• Capability to manage logistical aspects, including vehicle deployment and operational infrastructure.
