Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver preventative maintenance, corrective maintenance, emergency maintenance, and ad hoc services for Transnet assets (buildings, wet services, electrical, and mechanical) in the Northern Region (Limpopo Province and surrounding areas) over a period of thirty-six (36) months. The aim is to ensure the operational integrity, safety, and compliance of Transnet assets through scheduled and responsive maintenance activities.

Scope

The scope encompasses the provision of maintenance and repair services across various asset types, including:

• Buildings and civil infrastructure
• Wet services (plumbing, drainage, etc.)
• Electrical systems (lighting, power, substations, low and high voltage equipment)
• Mechanical systems (HVAC, pumps, HVAC, mechanical equipment)
• Ad hoc minor works, repairs, and upgrades as required

The services are to be delivered on an "as and when required" basis, with the contractor responsible for timely response, quality workmanship, safety, and compliance with relevant standards and regulations.

Technical Requirements

The technical requirements include:

• Provision of qualified and experienced personnel, including licensed electricians, plumbers, refrigeration and air-conditioning artisans, and other specialists as needed.
• Development and implementation of comprehensive maintenance plans, safety plans, and quality management systems aligned with ISO 9001 standards.
• Adherence to statutory safety, health, and environmental regulations, including compliance with the Occupational Health and Safety Act and relevant local bylaws.
• Provision of detailed method statements, safety and health plans, and quality control procedures for all maintenance activities.
• Use of approved, compliant materials and parts, with proper documentation and certification for all replacements and repairs.
• Implementation of effective communication, reporting, and record-keeping systems, including incident reports, maintenance logs, and progress updates.
• Response times for emergency and breakdown calls, with specified maximum response and downtime limits.
• Participation in regular coordination meetings and reporting to ensure service quality and risk management.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in maintenance of buildings, electrical, mechanical, and wet services assets, with references for similar projects.
• Qualified personnel with relevant trade certificates, including Red Seal or equivalent for artisans.
• Competence in developing and executing maintenance and safety plans, method statements, and quality management systems.
• Ability to provide detailed CVs of key personnel, highlighting relevant experience and qualifications.
• Capability to supply and manage compliant materials, spares, and equipment, including inventory control.
• Strong health and safety awareness and the ability to implement safety protocols and procedures.
• Competence in reporting, documentation, and communication, including incident reporting and progress updates.
• Experience in working within a regulated environment, adhering to legal and safety standards.
