Objectives

The primary objective of this tender is to secure a service provider capable of delivering preventative maintenance, corrective maintenance, emergency maintenance, and ad hoc services for Transnet assets (buildings, Wet Services, Electrical, and Mechanical) in the Northern Region (Gauteng Province, Tshwane) on an “as and when required” basis for a period of six (6) months. The aim is to ensure the optimal functioning, safety, and compliance of Transnet assets through reliable and professional maintenance services, while adhering to legal, safety, and quality standards.

Scope

The scope encompasses:

• Provision of preventative, corrective, emergency, and ad hoc maintenance services for buildings and associated systems (Wet Services, Electrical, Mechanical).
• Maintenance activities include inspections, repairs, replacements, and minor new works as detailed in the Scope of Work documentation.
• Services are to be performed across various sites within the Northern Region, including buildings, infrastructure, and equipment, in accordance with technical specifications, safety regulations, and statutory requirements.
• Work includes managing site access, safety procedures, documentation, reporting, and compliance with local bylaws and standards.
• Services are to be delivered on a scheduled and reactive basis, including emergency call-outs, with specified response times and downtime limits.

Technical Requirements

The technical requirements include:

• Adherence to the Scope of Work, including maintenance, repair, and inspection procedures for electrical, mechanical, and wet services systems.
• Provision of qualified and certified personnel, including artisans with relevant trade certificates (e.g., Red Seal, CIDB registration, etc.).
• Implementation of safety, health, and environmental standards as per legislation and Transnet policies.
• Use of approved, compliant spare parts and materials, with proper documentation and traceability.
• Preparation and submission of maintenance plans, progress reports, incident reports, and compliance certificates.
• Timely response to service requests, with specified maximum response times for emergency and routine calls.
• Proper management of site access, safety signage, and coordination with Transnet personnel and other stakeholders.
• Compliance with all relevant legislation, local bylaws, and standards such as SANS, OSHA, and environmental regulations.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Trade certificates and certifications for artisans (e.g., Red Seal, CIDB grading of 3GB or higher, electrical, plumbing, refrigeration, and mechanical artisans).
• Proven experience in maintenance and repair of buildings and systems similar to those in the scope.
• Knowledge of safety protocols, health regulations, and environmental standards applicable to maintenance work.
• Ability to prepare and interpret technical drawings, schematics, and documentation.
• Competence in reporting, record-keeping, and compliance documentation.
• Effective communication skills in English, with the ability to liaise with Transnet staff and stakeholders.
• Capacity to manage site safety, emergency response, and coordination activities.
• Understanding of legal and statutory requirements related to building maintenance, electrical, mechanical, and wet services systems.
