Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to supply office cleaning and hygiene facilities that are neat, tidy, and compliant with Facilities Regulations under the Occupational Health and Safety Act 85 of 1993. The aim is to ensure a clean, safe, and hygienic environment across Foskor Mining Division premises for a period of three years.

Scope

The scope encompasses daily cleaning services for all offices, control rooms, laboratories, boardrooms, kitchens, ablutions, and associated facilities within Foskor Mining Division. It includes vacuuming, sweeping, dusting, polishing, waste removal, and adhoc cleaning of specific areas such as the Museum and meeting venues. The contract covers multiple complexes, including Main Office, Mining Offices, Crushers, Tailings, TSS, HR, and Production areas, with cleaning scheduled from early mornings to accommodate operational hours, including weekends and holidays. The scope also involves providing all necessary cleaning equipment and maintaining it, with no escalation allowances and fixed pricing for 36 months.

Technical Requirements

• Provision of all cleaning equipment, consumables, and materials, with Foskor supplying stock items like paper products, soaps, and refuse bags, and the contractor supplying cleaning tools and machinery.
• Adherence to Foskor’s safety, health, and environmental standards, including PPE, safety training, and compliance with relevant legislation (e.g., Mine Health and Safety Act).
• Implementation of a detailed work methodology, including operational plans, contingency plans for industrial strikes and absences, and a project schedule with timelines.
• Regular inspections, audits, and reporting on service levels, performance, and safety compliance.
• Submission of safety files, risk assessments, and training records, including baseline risk assessments and safety certifications.
• Compliance with legislative requirements, including permits, licenses, and tax regulations, and maintaining valid insurance and security clearances.
• Effective management of personnel, including training, PPE, attendance control, and handling industrial actions.
• Provision of a safety management system, including incident reporting, safety inspections, and adherence to Foskor’s COPs and policies.

Skills Requirements

• Proven experience in office cleaning services, with references for similar projects valued over R500,000.
• Qualified management and supervisory personnel with relevant experience and certifications, including Foskor’s legal and safety examinations.
• Skilled cleaners trained in cleaning procedures, safety protocols, and equipment operation, with appropriate PPE issued and maintained.
• Ability to develop and implement work methodologies, contingency plans, and safety files.
• Competence in compliance with health and safety legislation, environmental standards, and quality assurance processes.
• Effective communication, reporting, and coordination skills to liaise with Foskor’s management and safety personnel.
