Objectives

The primary objective of this tender is to design, manufacture, supply, install, and commission 11kV outdoor circuit breakers (Dogboxes) to replace obsolete Merlin Gerin switchgear at Foskor's Wegsteek substation. The project aims to improve the reliability, safety, and operational efficiency of the electrical infrastructure by replacing aging equipment that has shown deterioration and failure.

Scope

The scope encompasses the following key activities:

• Design, manufacture, and supply of four 11kV outdoor circuit breaker units with suitable current transformers, complying with IP55 standards.
• Installation and commissioning of the new switchgear, including removal and disposal of existing Dogboxes and conductors, and termination of cables.
• Repair, testing, and return of existing conductors and cables for reuse.
• Preparation of all necessary documentation, including "as-built" drawings, test certificates, safety files, and permits.
• Ensuring water-tightness, earth bonding, and compliance with relevant standards and regulations.
• Coordination with Foskor's safety, quality, and project management teams throughout the project lifecycle.

Technical Requirements

The technical specifications include:

• Design and manufacture of outdoor switchgear with IP55 rating, suitable for 50Hz frequency, fault level of 28kA for 3 seconds, and peak making current of 50kA.
• Compliance with applicable standards such as SANS 60947, IEC, BS, and other relevant standards.
• Type testing certificates for switchgear and current transformers.
• Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) with detailed test certificates.
• Provision for termination of cables, including supply of end termination kits.
• Water leakage testing with low and high-pressure water jets to ensure waterproofing.
• Earth bonding testing and verification.
• Design, construction, and testing in accordance with applicable regulations, standards, and Foskor's specifications.
• Preparation of "as-built" drawings in AutoCAD format and comprehensive quality assurance documentation.

Skills and Skills Requirements

The tender mandates the following skills and competencies:

• Proven experience in designing, manufacturing, and commissioning medium voltage outdoor switchgear, preferably with OEM certification (ABB, Siemens, Actom).
• Type testing certification for switchgear and current transformers.
• Demonstrated capability in executing similar projects with references and contact details.
• Qualified personnel with relevant technical expertise in electrical engineering, switchgear design, and installation.
• Quality management system implementation, preferably ISO 9001 certified.
• Ability to produce detailed technical drawings, test certificates, and "as-built" documentation.
• Competence in water-tightness testing, earth bonding, and safety compliance.
• Experience in working within strict safety, health, and environmental standards, including Mine Health and Safety Act compliance.
• Project management skills, including planning, scheduling, and coordination with Foskor's teams.
