Objectives

The primary objective of this tender is to solicit proposals for the design, manufacture, supply, installation, and commissioning of an 11kV switchboard for Foskor's Main Substation 1. The project aims to replace the existing switchboard with a new, compliant, and reliable medium voltage switchgear assembly that meets specified technical standards and safety requirements.

Scope

The scope encompasses:

• Design, manufacture, and testing of an 18-tier 11kV medium voltage switchgear assembly, including three incomer panels, feeder panels, bus section, and associated accessories.
• Supply, delivery, installation, and commissioning of the switchgear at Foskor's Phalaborwa site.
• Provision of all tools, labor, equipment, transportation, supervision, and documentation required for installation and commissioning.
• Obtaining necessary permits and ensuring compliance with relevant regulations and standards.
• Supply of protection schemes, wiring, and auxiliary equipment, including Battery Tripping Units (BTU) and associated cabling.
• Post-installation testing, site acceptance, and provision of "as-built" documentation.

Technical Requirements

The technical specifications include:

• Switchgear rated for 11kV with a fault level of 31kA for 3 seconds and impulse level of 95kVp.
• Busbar rating of 2000A, arc protection panels, and vacuum circuit breakers with specific current ratings.
• Protection relays (IDMT, arc protection, differential, overcurrent, earth fault) with testing and certification.
• Voltage transformers (VTs) and current transformers (CTs) with specified ratios, accuracy classes, and testing certificates.
• Control, indication, and metering equipment, including LED indicators, meters, and selector switches.
• Switchboard construction features: self-contained, vermin-proof, pressure relief, and suitable for internal faults.
• Painting with powder coating to SANS 1274 - 1979 type 2, in electrical orange (B26).
• Compliance with relevant standards, regulations, and safety requirements, including pressure relief, arc resistance, and insulation.
• Provision for auxiliary and control wiring with proper labeling, terminal arrangements, and cable management.
• Site acceptance testing including primary injection, earth resistance, functional testing, and certification.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Experience in designing, manufacturing, installing, and commissioning medium voltage switchgear, with a minimum of 5 years in relevant projects.
• Proven capability to supply type-tested switchgear compliant with international standards.
• Qualified technical team with expertise in electrical engineering, protection schemes, and control systems.
• Ability to produce detailed design, GA drawings, and "as-built" documentation using AutoCAD (Release 14 or compatible).
• ISO 9001 certification of the manufacturing facility.
• Project management skills, including planning, scheduling, and timely delivery, with evidence of previous successful projects.
• Knowledge of safety standards, environmental commitments, and compliance with South African regulations.
• Capability to provide on-site testing, commissioning, and post-installation support.
