Objectives

The primary objective of this tender is to obtain a full assessment of biological and physical aspects (Arc-TSC) at Levubu, as part of a research initiative. The tender aims to secure qualified service providers to deliver comprehensive evaluation services in accordance with the specified technical and administrative requirements.

Scope

The scope of the tender includes:

• Conducting a full biological and physical assessment at the ARC-ITSC Levubu Research Farm.
• Providing cost per kilometer for services rendered at Levubu.
• Addressing specific goals related to ownership and participation by historically disadvantaged individuals (HDIs), women, youth, persons with disabilities (PwD), and compliance with BEE Level 1-4 and RDP goals.
• Delivering 8 units of the assessment and associated services as specified.

Technical Requirements

The technical requirements for the tender include:

• Submission of a written quotation to the ARC, including all relevant documentation and signed Standard Bidding Documents (SBD).
• Registration on the Central Supplier Database (CSD), with inclusion of the CSD registration number and report.
• Compliance with the Preferential Procurement Policy Framework Act 5 of 2022, applying either the 80/20 or 90/10 preference point system based on the tender value.
• Provision of details regarding warranty periods and extent for goods/services quoted.
• Demonstration of relevant experience, especially where services are involved.
• Adherence to the general conditions of contract issued by National Treasury and the ARC supply chain management code of conduct.
• Submission of quotations on official letterhead, duly signed, indicating delivery dates.
• Evaluation based on price (80 or 90 points) and specific goals (20 points), with points claimed for ownership and participation by designated groups.
• Provision of documentation to substantiate claims for specific goals, if applicable.
• Acceptance that the ARC reserves rights to conduct due diligence, benchmark prices, and accept or reject quotations based on compliance and evaluation criteria.
