Objectives

The primary objectives of this tender are to establish a contract for the provision of comprehensive general building maintenance services, including supply of goods and materials, for Transmission Real Estate properties within the Eastern Grid in KwaZulu Natal. The contract aims to ensure the ongoing operational integrity, safety, and compliance of substations, regional offices, and Customer Load Networks over a period of 60 months, on an as-and-when-required basis.

Scope

The scope encompasses a wide range of maintenance activities across various facilities, including:

• Repair and maintenance of fences, gates, and security infrastructure
• Driveway and access road repairs, including potholes and drainage
• Plumbing and water system maintenance, including boreholes, sewer systems, and water tanks
• Fire protection system inspections and repairs
• Building repairs such as roof, wall, ceiling, and window maintenance
• Electrical and mechanical repairs, including lighting, HVAC, and pumps
• Structural repairs, brickwork, plastering, and waterproofing
• Cleaning, waste disposal, and general labor activities
• Supply and installation of furniture, signage, and other fixtures

The activities are detailed for specific sites and include both routine and emergency maintenance tasks.

Technical Requirements

The technical requirements include:

• Adherence to Eskom’s policies and standards, including safety and quality standards such as ISO 9001:2015
• Provision of skilled, qualified, and certified personnel (e.g., licensed plumbers, electricians, civil artisans)
• Use of appropriate PPE and safety equipment during operations
• Provision of necessary tools, equipment, and infrastructure to execute the scope of work
• Implementation of quality assurance, inspection, and testing procedures
• Effective risk management and mitigation strategies
• Regular reporting, data collection, and analysis to inform decision-making
• Management of stakeholder relationships, including supplier evaluation and performance monitoring

Skills and Skills Requirements

The tender mandates the following skills and competencies:

• Technical Skills: Certified tradespeople including licensed plumbers (minimum 5 years’ experience), electricians, civil artisans, and general maintenance workers.
• Project Management: Experienced site supervisors/project managers with at least five years’ relevant experience, capable of overseeing operations and ensuring compliance.
• Quality Assurance: Ability to develop and implement method statements, inspection plans, and quality records.
• Health & Safety: Personnel trained and certified in OSHACT and Eskom safety protocols, including PPE usage and risk assessments.
• Administrative Skills: Competence in data collection, reporting, stakeholder communication, and supplier management.

Overall, the contractor must demonstrate capability in multi-disciplinary maintenance, compliance with safety standards, and effective resource management to meet the contract’s technical and operational requirements.
