Objectives

The primary objective of this tender is to appoint a qualified service provider to carry out servicing, maintenance, and repairs of gas refrigeration equipment within the PE area for a period of 36 months. The goal is to ensure reliable operation of refrigeration systems through scheduled servicing and prompt repairs, thereby supporting the Department of Public Works & Infrastructure's operational needs.

Scope

The scope of work includes:

• Servicing, maintenance, and repairs of various gas refrigeration equipment across multiple sites within the PE area.
• Provision of scheduled minor and major services, including inventory management and equipment inspections.
• Handling of unplanned breakdowns and emergency repairs.
• Provision of all labour, materials, tools, transport, and related services required to maintain the refrigeration systems in optimal condition.
• Regular reporting, documentation, and compliance with safety and quality standards.
• Coordination with site management and adherence to safety protocols during service delivery.

Technical Requirements

The technical requirements specify that:

• The service provider must have relevant experience in servicing and maintaining refrigeration equipment, with references from similar projects.
• The provider must demonstrate technical competence through qualified personnel, CVs, and certifications (trade tests, wireman's licenses).
• The equipment used must meet industry standards and be suitable for the refrigeration systems in question.
• The provider must submit a detailed safety and health plan prior to commencement.
• All insurances (public liability, occupational health, etc.) must be valid and in place before work begins.
• Adherence to all applicable legislation, safety regulations, and environmental standards is mandatory.
• Regular inspections and reporting are required to ensure compliance and system performance.

Skills Requirements

The tender stipulates that the successful bidder must possess:

• At least three (3) qualified refrigeration/air-conditioning technicians with trade test certificates.
• One (1) qualified electrician with trade test and wireman's license.
• Proven experience in servicing gas refrigeration equipment, supported by reference letters and project documentation.
• Competence in diagnosing faults, executing repairs, and performing preventive maintenance.
• Ability to prepare and submit detailed reports, safety documentation, and compliance certificates.
• Adequate human resources with appropriate qualifications and experience to meet the project requirements.
• Effective project management and communication skills to coordinate with the Department and site personnel.
