Objectives

The primary objective is to procure goods, services, or works related to Grid Forming Technologies through a fair, transparent, competitive, and cost-effective process aligned with South African public procurement legislation. NTCSA aims to secure qualified suppliers who satisfy mandatory compliance, functionality thresholds, and preference point allocations while mitigating financial and operational risks.

Scope

The tender encompasses the supply, installation, or servicing of Grid Forming Technologies, with detailed specifications, quantities, and delivery schedules outlined in the separate Tender Data section. The scope requires adherence to NTCSA’s standardised specifications, attendance at compulsory site visits or clarification meetings, and compliance with all statutory and regulatory frameworks. Successful contractors may be required to catalogue delivered materials according to NTCSA labelling standards, with a dedicated pricing line item for this service.

Technical Requirements

• Compliance with NTCSA’s standardised specifications and any referenced publications.
• Submission of comprehensive Safety, Health, Environment, and Quality (SHEQ) systems documentation at the deadline, with all associated costs reflected in the pricing.
• Pricing must include all applicable duties, taxes (including VAT), and levies calculated fourteen days prior to submission.
• Tenders must be submitted in English, completed in ink, and packaged separately as Original, Copy, and Electronic versions if requested.
• Performance security (e.g., bonds or guarantees) must be obtained from NTCSA-approved financial institutions where stipulated.
• Arithmetical discrepancies will be resolved per NTCSA correction protocols; failure to accept corrections results in rejection.

Skills Requirements

• Demonstrable SHEQ management capabilities and compliance with relevant legislation (PPPFA, B-BBEE Codes, COIDA, OHS Act).
• Contract Skills Development Goals (CSDG): Mandatory for contracts lasting twelve months or more involving construction or design-build elements, focusing on skills transfer and capacity building for local contractors.
• Contract Participation Goals (CPG): Required for construction contracts exceeding six months or where ≥25% is subcontracted, mandating engagement with targeted enterprises.
• CIDB registration may be required within twenty-one working days post-submission if stipulated.
• Authentic B-BBEE documentation; fraud or fronting will be reported to the B-BBEE Commission.

Unusual or Complicated Terms

• Reverse e-Auction: An electronic bidding system that utilises preference point structures to drive real-time price competition. Initial tenders must exclude pricing; final prices are determined electronically during the auction phase.
• SHEQ: Integrated management frameworks ensuring rigorous workplace safety, environmental protection, and quality control throughout project execution.
• CSDG & CPG: Statutory government targets embedded in infrastructure contracts to systematically develop emerging contractor skills and promote economic participation by historically disadvantaged enterprises.
