Objectives

The primary objective of this tender is to establish a contract for head office cleaning services over a period of five (5) years, ensuring a clean, hygienic, and well-maintained environment at the uMngeni – uThukela Water Head Office and associated buildings. The contract aims to deliver consistent cleaning standards, support health and safety compliance, and promote transformation through enterprise development and participation goals.

Scope

The scope covers comprehensive cleaning services for the main head office located at 310 Burger Street, Pietermaritzburg, including:

• Cleaning of offices, conference rooms, boardrooms, laboratories, and auxiliary buildings.
• Cleaning of specific areas such as kitchens, ablution facilities, stairways, passages, lifts, and external areas like fire escapes and car parks.
• Specialized cleaning for laboratory areas with specific handling and timing requirements.
• Cleaning of additional buildings at 321 Prince Alfred Street, 346 Burger Street, and 298 Jabu Ndlovu Street.
• Provision of cleaning materials, equipment, and consumables as detailed in the specifications.
• Adherence to detailed cleaning schedules, frequencies, and quality standards outlined in the scope of work.

Technical Requirements

The technical requirements include:

• Provision of trained and experienced cleaning personnel, including supervisors.
• Adherence to health and safety regulations, including Occupational Health and Safety Act compliance and submission of relevant declarations.
• Use of approved cleaning chemicals, especially in sensitive areas like laboratories.
• Implementation of quality control measures, inspections, and adherence to detailed cleaning schedules.
• Provision of necessary equipment such as vacuum cleaners, mops, buckets, and other cleaning tools.
• Compliance with the specifications for cleaning frequency, scope, and standards as detailed in the scope of work.
• Participation in site inspections, briefing sessions, and submission of required documentation.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in managing office cleaning contracts, with a minimum of three (3) relevant projects completed in the past ten (10) years.
• Experience of a Contract Manager with at least three (3) years managing similar cleaning services, with a preference for candidates with more than five (5) years of relevant experience.
• Knowledge of cleaning industry standards, health and safety regulations, and quality assurance processes.
• Ability to demonstrate capacity to deliver consistent cleaning services, including staffing, equipment management, and compliance with specifications.
• Skills in reporting, monitoring, and evaluation of service delivery, including participation in regular site meetings and inspections.
• Compliance with B-BBEE requirements and enterprise development participation as specified in the tender.
