Objectives

The primary objectives of this tender are to appoint qualified contractors for the design, supply, installation, testing, commissioning, and maintenance of HVAC upgrades, lift systems, fire protection systems, and associated services at the Mandela Bay Theatre Complex in Gqeberha. The aim is to restore full functionality, enhance safety, improve energy efficiency, and ensure compliance with relevant standards and regulations.

Scope

The scope of work includes, but is not limited to:

• Supply, delivery, installation, testing, and commissioning of HVAC systems, including air handling units, VRV/VRF systems, ducting, and ventilation equipment.
• Upgrade and integration of existing ductwork and air distribution systems.
• Supply and installation of passenger lifts, including all associated electrical and control systems.
• Inspection, servicing, and upgrade of fire protection systems such as sprinklers, hose reels, hydrants, extinguishers, and gas suppression systems.
• Provision of operation and maintenance manuals, training, and certification documentation.
• Coordination with other trades and compliance with statutory and safety regulations.
• Post-installation maintenance and defect liability period of 12 months.

Technical Requirements

The technical requirements encompass:

• Adherence to South African standards including SANS 10400, SANS 5149, SANS 10287, SANS 14520, and relevant electrical and fire safety standards.
• Use of new, high-quality, and compliant materials and equipment, with proof of compliance upon request.
• Installation of systems capable of simultaneous heating and cooling using VRV/VRF technology.
• Design of ducting and ventilation systems to meet specified airflow, pressure drops, and noise level criteria.
• Provision of energy-efficient and corrosion-resistant components suitable for coastal conditions.
• Implementation of comprehensive testing, inspection, and certification procedures.
• Integration of control systems with occupancy and air quality sensors, with remote monitoring capabilities.
• Compliance with health and safety regulations, including preparation of a detailed H&S plan and appointment of competent safety personnel.

Skills and Qualification Requirements

The tenderer must demonstrate:

• CIDB grading of at least 4ME for mechanical works.
• Valid Tax Clearance and Letter of Good Standing with the Compensation Fund.
• Proven experience in executing similar HVAC, lift, and fire protection projects, preferably within South Africa and in similar building types.
• Technical expertise in the installation and maintenance of VRV/VRF systems, lifts, and fire safety systems.
• Qualified personnel including project managers, engineers, safety officers, and technicians with relevant certifications and experience.
• Capability to provide ongoing support, maintenance, and emergency response services.
• Ability to produce detailed project management plans, programmes, and quality control systems.
• Compliance with occupational health and safety regulations, including appointment of safety officers and preparation of safety plans.
