Objectives

The primary objective of this tender is to appoint a qualified contractor to undertake the installation, erection, and termination of low voltage underground and overhead electric cables, streetlight circuitry, customer service cable connections, and associated equipment over a 36-month period. The aim is to ensure safe, efficient, and compliant delivery of electrical infrastructure upgrades and maintenance within the specified scope and timeframe.

Scope

The scope encompasses:

• Installation, erection, and termination of low voltage underground and overhead electric cables.
• Streetlight circuitry installation and fitting.
• Customer service cable connections, including meter installation and wiring.
• Provision and installation of associated equipment such as consumer distribution units, streetlight poles, and junction boxes.
• Overhead line construction, pole planting, conductor stringing, and earthing.
• Testing, commissioning, and documentation of all installed systems.
• Site reinstatement, safety measures, and compliance with relevant standards and regulations.

Technical Requirements

The technical requirements include:

• Adherence to eThekwini Electricity’s Codes of Practice, Safety Rules, and relevant standards.
• Use of approved materials, plant, and equipment as specified in the project specifications.
• Proper management and safe keeping of issued materials and equipment.
• Qualified and competent personnel, including certified electricians, for all jointing, terminating, and live sealing activities.
• Implementation of a comprehensive Health and Safety Plan compliant with the Occupational Health and Safety Act (OHSA) 1993 and Construction Regulations 2014.
• Accurate record-keeping, as-built sketches, and labelling of all circuits and installations.
• Provision of quality control measures, including testing and inspection at various stages.
• Site-specific risk assessments and measures for areas subject to sporadic violence or hazards.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in electrical infrastructure installation, including underground and overhead systems.
• CIDB registration with a minimum grading of 3EP/3EB or higher.
• Qualified personnel, including certified electricians with relevant competencies and proof of certification from eThekwini Energy Management’s Training Centre.
• Capability to manage and safely operate plant and equipment required for trenching, pole planting, conductor stringing, and overhead line erection.
• Ability to implement and maintain a comprehensive Health and Safety Plan.
• Experience in site management, documentation, and compliance with safety and environmental standards.
• Capacity to work in areas with potential hazards, including areas subject to sporadic violence, with appropriate security measures.
• Demonstrated past performance in similar projects, with references and records of successful completion.
