Objectives

The primary objective of this tender is to appoint a qualified service provider capable of delivering HVAC, refrigeration, and control systems maintenance services for the CTICC's two facilities, CTICC1 and CTICC2. The selected provider will support the Centre in maintaining optimal operation, ensuring system reliability, and providing timely repairs, installations, and refurbishments to sustain high standards of service and energy efficiency.

Scope

The scope encompasses comprehensive maintenance and repair services for HVAC and refrigeration systems, including:

• Installation, servicing, repairs, and refurbishments of HVAC and refrigeration equipment.
• Maintenance of water systems, cooling towers, compressors, pumps, control panels, and associated components.
• Monitoring and reporting on system conditions, including leak detection, calibration, and system integrity assessments.
• Provision of professional designs and specifications for replacements and upgrades.
• Emergency callouts, standby services, and system upgrades aligned with technical standards.
• Compliance with health, safety, and environmental regulations, including OHSA and environmental practices.

Technical Requirements

The contractor must:

• Perform installations, maintenance, repairs, and refurbishments according to original or revised specifications.
• Ensure all work is carried out by competent, skilled personnel certified under relevant standards (e.g., CIDB grade 6ME or higher).
• Provide 24/7 callout services with response times within 120 minutes.
• Use high-quality, compliant materials and parts, adhering to manufacturer and safety standards.
• Maintain detailed records, including site registers, communication logs, and maintenance reports.
• Monitor system parameters via Building Management Systems (e.g., Metasys, Niagara, Carel).
• Conduct regular inspections, testing, and calibration of equipment, including water treatment and corrosion assessments.
• Develop and implement safety, quality, and environmental management plans, including ISO certifications where applicable.
• Ensure compliance with all relevant health and safety legislation, including OHSA and Construction Regulations 2014.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in HVAC and refrigeration maintenance within commercial environments, with a portfolio of relevant projects over the last five years.
• Qualified and certified technical personnel, including authorized gas practitioners registered with SAQCC Gas.
• Capability to provide comprehensive system monitoring, diagnostics, and reporting.
• Ability to respond promptly to emergency callouts and perform repairs efficiently.
• Strong health, safety, and environmental management practices, supported by valid certifications and safety plans.
• Capacity to supply, repair, and replace parts with approved, high-quality components.
• Effective communication and record-keeping systems, including logs and detailed maintenance reports.
• Compliance with all legal, safety, and environmental standards relevant to HVAC and refrigeration services.
