Objectives

The primary objective of this tender is to procure a training service for one (01) CCMA official to develop and deliver a high-quality, outcomes-based Training Material Development course. The course aims to enhance participants' skills in designing effective learning programmes using a hybrid delivery method over four days (02-05 March 2026). The training should enable participants to demonstrate improved skills in training material development, understand outcomes-based education within the NQF framework, and respond to learners with special needs.

Scope

The scope includes:

• Provision of a 4-day hybrid training course (online and in-person) on Training Material Development.
• Development of detailed course outlines, including learning methodologies and unit standards (ID: 123401 & 123394, NQF Level 6 with 15 Credits, NQF Level 5 with 10 Credits).
• Delivery of interactive, participative learning sessions with formative and summative assessments.
• Provision of high-quality, accessible, and accredited training materials.
• Issuance of certificates within 60 days post-completion.
• Preparation of detailed reports on learner progress and course outcomes.
• Identification and mitigation of project risks.

Technical Requirements

The technical requirements for the service provider include:

• Proven track record in delivering similar training courses, supported by confirmation from previous clients.
• Qualified personnel with postgraduate qualifications and at least 20 years of training experience.
• Facilitators must provide at least three reference letters or attendance records for similar projects.
• Course content must be practical, innovative, and aligned with outcomes-based education and the NQF framework.
• Training materials must be accurate, user-friendly, accessible, and accredited by relevant SETA/QCTO/CHE bodies.
• Assessment strategies must include formative and summative evaluations.
• Comprehensive project plan including risk management strategies.

Skills Requirements

The successful service provider and facilitators must possess:

• Extensive experience in designing and delivering outcomes-based training programmes.
• Postgraduate (honours) qualifications in relevant fields.
• At least 20 years of experience in conducting training or workshops.
• Ability to develop practical, innovative training materials that demonstrate understanding and application of training methodologies.
• Strong facilitation skills to ensure interactive and participative learning sessions.
• Experience in assessing learners through formative and summative methods.
• Capability to identify and accommodate learners with special needs and barriers to learning.
