Objectives

The primary objective of this tender is the implementation of internal roads and stormwater infrastructure in Mathibestad, with a focus on constructing durable earthworks, drainage structures, concrete paving, and associated road components. The project emphasizes employing labour-intensive construction methods to empower local communities, promote small contractor development, and ensure environmental and safety compliance throughout the construction process.

Scope

The scope includes:

• Establishment of site camp and relocation of existing services (electricity, water, sewer, fencing).
• Construction of earthworks, layerworks, drainage channels, and concrete block paving over approximately 1 km of road.
• Installation of precast concrete kerbs, stormwater channels, and associated structures such as manholes and catchpits.
• Provision of traffic accommodation, signage, and safety measures during construction.
• Implementation of environmental management, waste control, and safety protocols.
• Use of labour-intensive methods, employing local labour and subcontractors, especially for activities like clearing, earthworks, and concrete works.
• Construction of guardrails, road markings, signage, and landscaping as per specifications.

Technical Requirements

The technical scope mandates adherence to:

• Standard Specifications for Road and Bridge Works (COTO 2019 edition, as amended).
• Project-specific specifications including environmental management, health and safety, and small contractor development.
• Design and construction of earthworks, drainage, and pavement layers with specified compaction and quality standards.
• Use of approved materials, including G6, G7, G9 gravels, and cement complying with SANS 50197-1.
• Implementation of labour-intensive construction methods, with detailed procedures for site safety, environmental protection, and community engagement.
• Provision of traffic control, signage, and safety devices in accordance with South African Road Traffic Signs Manual and relevant standards.
• Environmental controls to prevent erosion, pollution, and disturbance to fauna and flora, including spill management and waste disposal.
• Monitoring and testing of materials and workmanship as per specified quality control schemes.

Skills and Competency Requirements

The tenderer must demonstrate:

• CIDB registration as a Category 5CE or higher, with valid registration and recognition for civil construction works.
• Experience in civil infrastructure projects, including earthworks, drainage, and pavement construction, with references supporting successful completion of similar projects.
• Qualified key personnel, including a Project/Contract Manager with a BSc/BEng/BTech in Civil Engineering, and site supervision staff with relevant NQF levels and experience.
• Competent health and safety personnel, including a full-time Construction Health and Safety Officer registered with SACPCMP.
• Availability of plant and equipment, either owned or hired, with appropriate certification and proof of ownership or hire agreements.
• Capacity to implement labour-intensive construction techniques, with trained local labour and subcontractors, supported by relevant training and management plans.
• Ability to adhere to environmental, safety, and quality standards, with documented plans, procedures, and records.
• Proven financial capacity, including bank ratings and previous project financial references, to sustain project execution.
