Objectives

The primary objective of this tender is to design, supply, and install a comprehensive ICT infrastructure at the Calcutta Cemetery & Memorial Park on Remainder Farm No. 29, Stellenbosch. The project aims to enhance cemetery management, security, communication, and operational efficiency, while integrating heritage and environmental considerations. It also seeks to provide a sustainable, modern facility that meets community needs for burial and memorial services, with minimal environmental impact and improved safety and security.

Scope

The scope includes the construction, supply, and installation of:

• Perimeter infrastructure including fencing and access control
• Fibre optic ring network
• Power infrastructure and backup systems
• CCTV and alarm systems
• Access and intercom systems
• Network, Wi-Fi, and server rooms
• Associated civil and electrical works
• Site development, landscaping, and heritage preservation measures
• Stormwater management and water reuse systems
• Security and monitoring equipment

The project also encompasses site preparation, environmental management, and compliance with relevant legislation and standards.

Technical Requirements

The technical requirements specify the standards and specifications for the ICT infrastructure, including:

• Design, supply, and installation of fibre optic cabling (minimum 12 core)
• Perimeter power infrastructure with underground cabling
• Security systems including CCTV cameras, alarm, and access control
• Network and Wi-Fi systems with specified capacity and coverage
• Server and communication rooms with specified equipment and cooling
• Integration of security and communication systems with existing municipal infrastructure
• Stormwater and water management systems, including stormwater attenuation and water reuse
• Provision of backup power systems (UPS and generators)
• Compliance with relevant standards (e.g., SABS, ISO 9001, JBCC, FIDIC)

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in designing and implementing ICT infrastructure projects of similar scope and complexity
• Qualified personnel including certified Mikrotik technicians, network specialists, and electrical engineers
• Experience in security system installation, CCTV, alarm, and access control systems
• Capability to manage civil, electrical, and ICT works concurrently
• Knowledge of environmental and heritage management regulations and practices
• Ability to prepare detailed shop drawings, shop drawings approval, and as-built documentation
• Experience in project management, health and safety compliance, and quality assurance
• Capacity to coordinate with municipal authorities, service providers, and stakeholders
• Demonstrated ability to deliver within specified timelines and budget constraints
