Objectives

The primary objective of this tender is to appoint a qualified service provider from the ABT Panel (SCMU3-23/24-0048-HO) to develop and construct the Cacadu ABT Clinic. The project aims to deliver a modern healthcare facility utilizing innovative Alternative Building Technology (ABT) methods, ensuring timely completion, value for money, and compliance with health and safety standards. The development aligns with government priorities for improving healthcare access, socio-economic upliftment, and sustainable infrastructure delivery.

Scope

The scope encompasses two main phases:

1. Phase 1: Completion of Design
   • Concept design finalization based on FIDPM stages 3 and 4.
   • Preparation of detailed design development drawings and building plan approval.
   • Coordination of consultants’ designs and obtaining necessary permits.
2. Phase 2: Construction
   • Construction of the main clinic building using ABT panels, including structural steel framing, roofing, walling, and finishes.
   • Development of supporting infrastructure: staff accommodation, ablution facilities, guardhouse, and other support structures.
   • Installation of essential services: plumbing, electrical, water harvesting, and ICT infrastructure.
   • Implementation of external works: fencing, paving, stormwater channels, landscaping, and access roads.
   • Provision of ancillary facilities such as rainwater harvesting tanks, boreholes, and solar energy systems.

Technical Requirements

• Compliance with South African National Standards (SANS), Department of Health guidelines, and local municipal regulations.
• Use of high-quality materials conforming to SANS 10400 and other relevant standards.
• Design and construction of the clinic using approved ABT systems, ensuring thermal insulation, weather resistance, and durability.
• Structural steelwork, polyurethane panels, roofing, and finishes must meet specified standards and manufacturer certifications.
• Installation of water supply systems, including rainwater harvesting, boreholes, and septic tanks, adhering to environmental and health regulations.
• Electrical and mechanical services must be installed to meet safety and operational standards, including lighting, power, and HVAC systems.
• External works such as fencing, paving, stormwater drainage, and landscaping must be executed to specified quality and safety standards.
• Provision of comprehensive health and safety management plans, risk assessments, and environmental compliance documentation.

Skills and Skills Requirements

• Proven experience in designing and constructing healthcare facilities, particularly using ABT or similar innovative building systems.
• Qualified professionals registered with relevant statutory bodies:
  • Architects (SACAP Senior Architectural Technologists)
  • Quantity Surveyors (SACQSP)
  • Civil/Structural Engineers (ECSA)
  • Electrical and Mechanical Engineers (ECSA)
  • Construction Health and Safety Agents (SACPCMP)
• Demonstrated capability in managing multi-disciplinary teams, including design, construction, and environmental compliance.
• Experience in handling projects with similar scope, complexity, and use of ABT or prefabricated building systems.
• Knowledge of South African building regulations, environmental laws, and health standards.
• Capacity to deliver within tight timelines, with effective project management and quality assurance skills.
• Ability to coordinate with government departments, local authorities, and other stakeholders effectively.
