Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct inspections, repairs, and refurbishment of the coal bunker plant at Matimba Power Station during outages, over a period of five (5) years. The work aims to ensure the integrity, safety, and operational efficiency of the coal bunker infrastructure, including liner refurbishment, welding, and related maintenance activities.

Scope

The scope of work includes, but is not limited to:

• Inspection, refurbishment, and repair of coal bunker liners (including 3CR12 and 304 stainless steel liners).
• Welding and installation of liners, ensuring compliance with Eskom standards.
• Provision of qualified personnel and supervision for the execution of repairs.
• Preparation of project plans, schedules, and documentation for each outage period.
• Provision of technical reports, project completion documentation, and compliance evidence.
• Adherence to safety, environmental, and quality management requirements throughout the project.
• Engagement with targeted enterprise groups and skills development initiatives as per contractual goals.

The work will be executed during scheduled outages, with specific deliverables and milestones as detailed in the technical specifications and project plans.

Technical Requirements

The technical requirements for the tender include:

• Registration with the Construction Industry Development Board (CIDB) at level 7ME or higher.
• Certification to ISO 3834-2 for welding quality management.
• Demonstrated experience in repairing and installing coal bunker liners, with references for similar projects completed within the last five (5) years.
• Provision of qualified personnel, including supervisors, welders (Class A), boilermakers, riggers, and safety officers, with relevant trade tests and experience (minimum 1-2 years).
• Development and submission of detailed project plans, work methodologies, and quality control procedures for liner refurbishment and welding activities.
• Compliance with Eskom’s safety, environmental, and quality standards, including risk assessments, environmental management plans, and safety policies.
• Adherence to local content and enterprise development goals, including procurement from designated groups and skills development targets.
• Provision of necessary contractual documentation, including valid tax clearance, CIDB registration, and relevant certifications.
• Implementation of Contract Price Adjustment (CPA) mechanisms as specified for local and foreign goods/services.

All technical submissions must demonstrate the capability to execute the scope efficiently, with a minimum technical score threshold of 70% for qualification.
