The primary objective is to procure, install, and commission a fully functional audio conference system for the Ulundi Local Municipality’s council chamber, ensuring high-fidelity audio capture, playback, and seamless integration for official municipal proceedings.
The successful bidder will manage the end-to-end delivery of the audio conference solution. Responsibilities include supplying all necessary hardware and software, on-site installation, system commissioning, and comprehensive operational training for municipal staff. The contractor must also provide ongoing maintenance, repair services with defined response timeframes, and warranty management to ensure uninterrupted system performance throughout the contract period.
Two-Stage Evaluation Process: Tenders are assessed first on functionality. A minimum threshold of seventy out of one hundred points is required to qualify for the subsequent price evaluation stage. This ensures only technically capable bidders compete on cost.
80/20 Preferential Procurement System: Eighty percent of evaluation points are allocated to price competitiveness, while twenty percent are awarded for specific socio-economic goals. These goals include ownership thresholds for Black, Women, and Youth enterprises, as well as local procurement preferences within the Ulundi district, designed to advance transformation and local economic development.
Functionality Scoring Breakdown: Thirty points for relevant project experience, forty points for technical expertise and key personnel qualifications, and thirty points for a detailed implementation methodology and work plan.
Penalties and Termination: The tender remains valid for ninety days. Late submissions are automatically rejected. Failure to meet delivery or performance obligations may result in daily penalties calculated at the prime interest rate, contract termination, or debarment from public sector procurement for up to ten years.
