Objectives

The primary objective of this tender is the installation of water reticulation and yard connections in Ward 12, Phase 2, aiming to provide reliable, safe, affordable, sustainable, and portable water supply to the community. The project emphasizes the use of local labor and aims to develop emerging small contractors, fostering local economic empowerment and capacity building.

Scope

The scope of work includes:

• Site clearance and setting out
• Pipeline route excavation and preparation of bedding with compaction
• Laying of approximately 5.8 km of 75mm diameter UPVC pressure pipes
• Backfilling, pressure testing, and disinfection of pipelines
• Installation of 421 yard connections and isolation valves
• Commissioning of the water reticulation system
• Installation of associated infrastructure such as valves and meters
• Utilization of local labor and adherence to environmental and safety standards

Technical Requirements

The technical requirements encompass:

• Compliance with South African Standards (SANS) for pipe laying, pressure testing, and disinfection
• Use of approved materials, including 75mm UPVC pipes and fittings
• Implementation of labour-intensive construction methods where applicable
• Adherence to environmental management and safety specifications
• Provision of temporary works, traffic management, and site facilities
• Implementation of quality control measures, including routine inspections and testing
• Preparation and submission of health and safety plans, risk assessments, and method statements
• Coordination with existing services and community liaison to minimize disruptions

Skills Requirements

The tenderer must demonstrate:

• Registration with CIDB at a contractor grading designation of 6CE or higher
• Proven experience in water reticulation projects of similar scale and complexity
• Qualified key personnel including a site agent, safety officer, and technical supervisors with relevant experience and certifications
• Availability of suitable plant and equipment, owned or leased, with proof of ownership or lease agreements
• Capacity to execute labour-intensive construction methods and manage local labor force effectively
• Compliance with occupational health and safety regulations and environmental standards
• Demonstrated ability to coordinate with other contractors and community stakeholders
