Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver cleaning and hygiene services at the Department of International Relations & Cooperation’s (DIRCO) State Protocol Lounges (SPL) at O.R. Tambo, Cape Town, and King Shaka International Airports for a period of three (3) years. The aim is to ensure the lounges are maintained to high standards of cleanliness, hygiene, and safety, supporting the department’s operational needs and facilitating dignitary movements.

Scope

The scope encompasses comprehensive cleaning and hygiene services across three SPLs located at:

• O.R. Tambo International Airport (Gauteng)
• Cape Town International Airport (Western Cape)
• King Shaka International Airport (KwaZulu-Natal)

Specific activities include:

• Daily cleaning of lounges, offices, catering facilities, bathrooms, and other specified areas, including weekends and public holidays.
• Provision of cleaning materials, approved by quality assurance bodies, and in possession of health certificates.
• Provision of staff uniforms and training for cleaners, covering cleaning techniques, safety, infection control, customer service, and environmental practices.
• Management of access permits for cleaning staff via ACSA, including payment for permits if applicable.
• Regular inspection, monitoring, and reporting to ensure compliance with standards.
• Provision of sanitary items, cleaning equipment, and consumables as specified.
• Adherence to COVID-19 disinfection protocols and pest control measures.

Technical Requirements

• Provision of trained, uniformed cleaning staff with experience in high-standard cleaning environments.
• Use of approved, environmentally friendly cleaning products that meet minimum performance standards, are non-toxic, and safe for surfaces and surfaces materials.
• Provision of appropriate cleaning equipment, including vacuum cleaners, scrubbers, steamers, and window cleaning machines, in good working condition.
• Implementation of cleaning schedules for carpets, glass, walls, surfaces, and fixtures, with specified frequencies (daily, weekly, quarterly, etc.).
• Maintenance of hygiene standards in bathrooms, kitchens, and public areas, including sanitization, waste disposal, and pest control.
• Compliance with health and safety regulations, including permits, PPE, and hazard management.
• Regular staff training, supervision, and performance monitoring.
• Provision of necessary sanitary supplies, including toilet paper, seat wipes, hand towels, tissues, and disinfectants.
• Adherence to COVID-19 disinfection and sanitization protocols, including surface sterilization and fumigation.

Skills Requirements

• Experience in providing cleaning services in high-profile, sensitive environments such as government lounges or similar facilities.
• Trained personnel with knowledge of cleaning techniques, infection control, safety procedures, and customer service.
• Ability to operate specialized cleaning machinery and equipment proficiently.
• Capacity to manage cleaning schedules, supervise staff, and ensure compliance with quality standards.
• Effective communication skills for coordination with SPL management and reporting.
• Knowledge of environmental sustainability practices and health regulations.
• Ability to handle emergency cleaning, pest control, and COVID-19 related disinfection requirements.
