Objectives

The primary objective of this tender is to appoint a competent service provider to deliver cleaning, hygiene, pest control, and boardroom support services for the Department of Mineral and Petroleum Resources (DMPR) at the Springbok Regional Office. The service aims to ensure a safe, hygienic, and well-maintained working environment in compliance with relevant health and safety standards over a period of twenty-four (24) months.

Scope

The scope encompasses comprehensive cleaning, hygiene, pest control, and boardroom support services at the Springbok Regional Office, located at Hopley Centre, Corner Van Der Stel, Van Riebeck and Hof Street, Springbok. Specific activities include:

• Daily cleaning of offices, common areas, restrooms, kitchens, storerooms, and other designated spaces.
• Weekly, monthly, quarterly, and periodic deep cleaning tasks such as carpet washing, upholstery cleaning, and pest control.
• Provision of hygiene services including replenishment of sanitary supplies, waste disposal, and air freshening.
• Pest control activities including rodent and insect infestation management, scheduled to minimize disruption.
• Support for boardroom functions, including provision of catering support (e.g., tea/coffee) and maintenance of meeting spaces.

The services are to be performed during office hours (06h30 to 15h00, Monday to Friday), with after-hours cleaning and pest control scheduled in advance and mutually agreed.

Technical Requirements

The technical specifications include:

• Use of trained personnel with proven skills and relevant experience in cleaning and hygiene services.
• Employment of eco-friendly, SABS-approved cleaning products compliant with health standards.
• Implementation of health and safety protocols, including the use of PPE and safety signage.
• Scheduled deep cleaning activities (carpet, upholstery, toilets, kitchens) with proper documentation such as MSDS for chemicals used.
• Effective pest control measures, including registration with relevant authorities and scheduled fumigation activities.
• Provision of hygiene services such as replenishment of toilet supplies, waste management, and odour control, adhering to OHS standards.
• Monitoring and supervision through daily inspections, reporting, and compliance checks.

Skills and Capability Requirements

The service provider must demonstrate:

• Extensive experience in delivering cleaning, hygiene, pest control, and support services, with at least two (2) years’ operational experience in similar office environments.
• Provision of reference letters and verifiable evidence of successfully completed projects exceeding 100 m².
• Capability to develop and implement detailed project plans, schedules, and quality management systems.
• Qualified and trained personnel with relevant certifications, including proof of competence and experience.
• Strong health and safety management, including a comprehensive OHSA-compliant plan, risk assessments, and incident procedures.
• Ability to monitor service delivery, manage consumables, and ensure continuous compliance with health, safety, and environmental standards.
• Capacity to provide timely reporting, supervision, and corrective actions to meet contractual standards.
