Objectives

The primary objective of this tender is to appoint a competent service provider to deliver cleaning, hygiene, pest control, and boardroom support services to the Department of Mineral and Petroleum Resources (DMPR) at the Pretoria Trevenna Campus for a period of thirty-six (36) months. The service aims to ensure a clean, hygienic, and safe working environment that complies with occupational health and safety standards, thereby supporting the department's operational needs and maintaining a professional and healthy workspace.

Scope

The scope of work includes:

• Provision of daily cleaning services for offices, common areas, restrooms, kitchens, boardrooms, storerooms, lifts, staircases, and other designated areas at the Trevenna Campus.
• Weekly, monthly, and quarterly cleaning tasks such as glass cleaning, carpet washing, deep cleaning of kitchens and toilets, and air quality maintenance.
• Effective pest control measures, including rodent and insect infestation management, scheduled fumigation, and use of registered, safe chemicals.
• Hygiene services including installation, replenishment, and maintenance of sanitary and hygiene facilities, waste management, and provision of consumables like soap, toilet paper, and sanitisers.
• Provision of support services such as boardroom support, including catering and technical assistance during meetings.
• Installation and maintenance of hygiene fixtures and consumables, with scheduled replenishments and waste disposal by licensed providers.
• Adherence to health, safety, and environmental regulations throughout service delivery.

Technical Requirements

The technical requirements include:

• Provision of trained, qualified, and experienced personnel, including supervisors and cleaners, with proof of competence.
• Use of eco-friendly, SABS-approved cleaning products and chemicals compliant with health standards.
• Implementation of a comprehensive health and safety plan, including risk mitigation, PPE usage, and emergency procedures.
• Development of detailed project plans, schedules, and methodologies for service delivery, pest control, and deep cleaning activities.
• Provision of quality management, inspection checklists, supervision, and monitoring mechanisms to ensure standards are met.
• Regular reporting, daily inspections, and compliance with occupational health and safety legislation.
• Installation and maintenance of hygiene fixtures and consumables, with scheduled replenishments.
• Adherence to security protocols, confidentiality agreements, and verification processes.

Skills Requirements

The skills and qualifications required from the service provider include:

• Proven operational experience of at least six (6) years in cleaning, hygiene, pest control, and related services for large office environments exceeding 10,000 m².
• Minimum of five (5) reference letters demonstrating successful project execution, including scope, duration, and client satisfaction.
• Qualified team leaders/supervisors with a minimum of NQF Level 6 qualification and at least five (5) years’ experience in managing cleaning teams and projects.
• Skilled personnel trained in the use of eco-friendly cleaning products, pest control, and hygiene services, with relevant registration certificates.
• Capability to develop and implement comprehensive project and health & safety plans, including risk management and quality assurance.
• Strong organizational, supervisory, and reporting skills to ensure continuous compliance and service quality.
