Objectives

The primary objective of this tender is to procure comprehensive cleaning, sanitation, pool car wash, fumigation, pest control, and gardening services for the South African Social Security Agency (SASSA) Eastern Cape Region. The services are intended to ensure a clean, safe, and hygienic environment across various offices and facilities for a period of 36 months, with specific focus on maintaining high standards of cleanliness and health safety.

Scope

The scope covers the provision of the following services across designated offices and districts:

• Office cleaning and sanitation
• Pool car washing services
• Fumigation and pest control (including rats, mice, cockroaches, mosquitoes, snakes, etc.)
• Gardening and yard maintenance services

The services are divided into two clusters:

1. Cluster 1: Regional Office, Amathole District, and Local Offices
2. Cluster 2: OR Tambo District, Alfred Nzo District, and Local Offices

The scope also includes compliance with health and safety legislation, employment laws, and environmental regulations, with specific requirements for staff profiles, equipment, and materials used.

Technical Requirements

• Provision of trained, qualified, and security-cleared personnel for cleaning, pest control, gardening, and car wash services.
• Use of SABS-approved cleaning equipment and environmentally safe chemicals.
• Adherence to Occupational Health and Safety Act standards, including PPE and safety protocols.
• Implementation of service level agreements with performance monitoring and penalties.
• Provision of detailed work schedules, training plans, and contingency plans for service disruptions.
• Regular reporting, inspections, and compliance with environmental and health regulations.
• Provision of uniforms, protective clothing, and signage for staff.

Skills and Skills Requirements

• Qualified and experienced cleaning staff with knowledge of hygiene standards and safety procedures.
• Trained pest control technicians certified in environmentally safe pest management.
• Skilled gardening and landscaping personnel familiar with local flora and environmental practices.
• Staff must have security clearance and be trained in customer service and safety protocols.
• Management staff with experience in contract management, compliance monitoring, and reporting.
• Ability to operate and maintain specialized cleaning and pest control equipment.
• Skills in training staff, managing service delivery, and implementing quality assurance measures.
