Objectives

The primary objective of this tender is to procure comprehensive cleaning, hygiene, gardening, car wash, mobile toilet servicing, and fumigation services for the South African Social Security Agency (SASSA) KwaZulu-Natal Region. The services are to be provided over a period of twelve (12) months, from 1 September 2026 to 31 August 2027, to ensure effective and efficient management of facilities, sanitation, and related support functions within the region.

Scope

The scope of work includes:

• Cleaning and hygiene services for offices, public and staff toilets, and other facilities.
• Gardening services, including grass cutting, pruning, weed removal, and general landscape maintenance.
• Car wash services for all pool vehicles and mobile units within a 5 km radius of SASSA offices.
• Servicing mobile toilets, including daily cleaning and bi-weekly waste removal.
• Fumigation and pest control services for specified office premises.
• Servicing of mobile toilets at designated local offices (Nquthu and Msinga).

Additional services include provision of sanitary consumables, waste disposal, and related maintenance activities as detailed in the tender documentation.

Technical Requirements

The technical requirements specify:

• Provision of qualified and trained personnel equipped with appropriate uniforms and tools.
• Use of approved cleaning chemicals, equipment, and materials that meet safety and quality standards.
• Adherence to occupational health and safety regulations, including proper handling of chemicals and waste.
• Implementation of a project execution plan covering deployment, contingency measures, training, and safety protocols.
• Regular maintenance and calibration of cleaning and gardening equipment.
• Provision of detailed work schedules, progress reports, and compliance with service standards.
• Provision of sanitary consumables and proper waste management, including disposal of sanitary waste and waste bins.
• Provision of secure and environmentally compliant car wash facilities.
• Adherence to specified service frequencies, including daily, weekly, monthly, and quarterly tasks.

Skills Requirements

The skills and qualifications required from service providers include:

• Proven experience in facility cleaning, hygiene, gardening, and pest control services, supported by reference letters and project documentation.
• Compliance with sectorial standards and registration with relevant industry bodies such as the Bargaining Council for Contract Cleaning Services Industry (BCCCI) or the National Contract Cleaners Association (NCCA).
• Qualified and trained personnel with knowledge of occupational health and safety regulations.
• Capability to operate and maintain specialized cleaning and gardening equipment.
• Ability to develop and implement comprehensive project management and operational plans.
• Demonstrated capacity to supply sanitary consumables and manage waste disposal effectively.
• Financial stability and compliance with tax and regulatory requirements, evidenced by valid certificates and documentation.
