Objectives

The primary objective of this tender is to engage experienced and qualified service providers to deliver a community-based automotive business support programme. The programme aims to develop approximately 30 semi-skilled automotive practitioners within designated and underserved communities, such as Eersterus. The initiative focuses on enhancing skills, supporting enterprise development, and transforming operators' operations through practical and theoretical training.

Scope

The scope of work includes:

• Resourcing and Provision of Auto Business Support: Community mobilisation, selection, verification of operators, setup of training venues, provision of training materials, and delivery of practical and theoretical training sessions.
• Project Management and Administration: Developing and managing the project according to relevant standards, maintaining project documentation, risk and issue registers, and ensuring participant attendance and certification.
• Project Logistics: Transporting resources and training materials to various sites within the community.
• Progress Tracking and Monitoring: Conducting continuous assessments to ensure understanding and application of skills in real-time.

The duration of the project is four weeks, with a detailed price schedule required, including milestones and total costs.

Technical Requirements

• Provision of a comprehensive community-based auto-business support programme for 30 semi-skilled operators.
• Development of a detailed programme proposal with milestones and relevant content.
• Community mobilisation, operator selection, verification, and training venue setup.
• Delivery of practical and theoretical training sessions, including the issuance of Certificates of Attendance.
• Effective project management, including risk management, documentation, and progress monitoring.
• Transport logistics for training materials and resources to community sites.
• Continuous assessment of participants to ensure skills transfer and understanding.

Skills Requirements

• Experience in Skills Development Programmes: The bidder must demonstrate experience in delivering community-based automotive skills development, supported by a company profile and references from similar projects.
• Project Management Expertise: A qualified and experienced project team led by a professional project manager with relevant qualifications (e.g., NQF Level 8, project management certification) and experience in managing similar programmes.
• Technical and Facilitation Skills: Skilled facilitators with relevant certifications and experience in automotive training and community engagement.
• Logistics and Coordination Skills: Ability to manage logistics, community mobilisation, and site setup efficiently.
• Monitoring and Evaluation Skills: Capability to conduct ongoing assessments and ensure programme objectives are met effectively.
