Objectives

The primary objective of this tender is to appoint a qualified Service Provider to deliver comprehensive cleaning, hygiene, pest control, and fumigation services for the Department of Land Reform and Rural Development at the Pietermaritzburg Regional Shared Service Centre in KwaZulu-Natal. The contract duration is thirty-six (36) months.

Scope

The scope encompasses the provision of:

• Standard cleaning and hygiene services across various areas including offices, boardrooms, toilets, kitchens, passages, staircases, parking bays, government vehicles, server rooms, strong rooms, and storerooms.
• Specialized cleaning of entrances, foyers, corridors, fire escapes, and external glass surfaces.
• Toilet cleaning, sanitary waste disposal, and provision of sanitary hygiene bags, seat wipes, and toilet paper holders.
• Cleaning and maintenance of government vehicles and parking bays.
• Deep cleaning of carpets and blinds quarterly.
• Pest control and fumigation services, including spray treatments and aeration, with certification of chemicals used.
• Provision of cleaning materials, equipment, and consumables compliant with South African standards.
• Adherence to occupational health and safety regulations, including PPE and safety signage.
• Regular reporting, supervision, and compliance with contractual and legislative requirements.

Technical Requirements

The technical requirements include:

• Use of high-quality, standards-compliant cleaning chemicals and equipment.
• Provision of trained and experienced personnel, including supervisors and cleaners.
• Implementation of cleaning schedules as per the scope, with specified frequencies (daily, weekly, monthly, quarterly).
• Proper handling and disposal of sanitary waste, with valid licensing and certificates.
• Provision of safety signage, PPE, and protective clothing for staff.
• Use of colour-coded swabs and disinfectants for different cleaning functions.
• Regular maintenance and calibration of equipment.
• Compliance with all relevant South African legislation, including Occupational Health and Safety Act and Environmental Waste Act.
• Provision of Material Safety Data Sheets (MSDS) for all chemicals used.
• Certification of pest control and fumigation chemicals and services.

Skills Requirements

The successful bidder must demonstrate:

• Experience in delivering cleaning, hygiene, pest control, and fumigation services, with references and proof of past performance (minimum 2-3 years preferred).
• Qualified supervisory staff with relevant certificates in cleaning, hygiene, and first aid.
• Knowledge of Occupational Health and Safety standards and environmental regulations.
• Ability to develop and implement detailed work methodologies and schedules.
• Capacity to supply and manage all necessary cleaning materials, equipment, and PPE.
• Effective management and supervision of personnel, ensuring adherence to safety and quality standards.
• Capability to provide reports, certificates, and compliance documentation as required.
• Commitment to continuous skills development and training of staff.
