Objectives

The primary objective of this tender is to appoint a suitable Service Provider to render comprehensive cleaning, hygiene, pest control, fumigation, and rodent control services for the Department of Land Reform and Rural Development at the KZN Shared Service Centre. The contract duration is thirty-six (36) months.

Scope

The scope encompasses the provision of cleaning, hygiene, pest control, fumigation, and rodent control services across the entire Departmental premises located at 270 Jabu Ndlovu Street, Pietermaritzburg. Specific tasks include daily cleaning of offices, boardrooms, toilets, kitchens, entrances, passages, staircases, parking bays, government vehicles, server rooms, strong rooms, and other designated areas. Additionally, the scope involves pest control and fumigation treatments, deep cleaning of carpets and blinds, vehicle washing, waste and sanitary disposal, and the supply and installation of hygiene-related dispensers and protective equipment. The services are to be delivered over a period of 36 months, with specified frequencies and detailed task descriptions as per the terms of reference.

Technical Requirements

• Provision of all cleaning materials, equipment, and machinery that meet South African National Standards (SANS) and Occupational Health and Safety (OHS) regulations.
• Use of high-quality, approved disinfectants, cleaning agents, and pest control chemicals, with Material Safety Data Sheets (MSDS) provided to the Department for verification.
• Deployment of trained and qualified personnel, including supervisors with relevant certificates and experience in cleaning and hygiene services.
• Implementation of safety measures, including PPE for staff, lockable dispensers, caution boards, and adherence to OHS requirements.
• Regular inspection, testing, and analysis of cleaning and pest control services, with compliance to specified standards.
• Provision of insurance, public liability coverage (minimum R1,000,000), and valid sanitary waste disposal certificates.
• Adherence to specified frequencies for cleaning tasks, pest control, fumigation, and deep cleaning activities.
• Preparation of monthly management reports detailing services performed and issues encountered.

Skills Requirements

• Experience in providing cleaning, hygiene, pest control, fumigation, and related services, supported by reference letters and project documentation.
• Qualified supervisors with relevant certificates in cleaning, hygiene, and first aid (Level 1, 2, or 3 as applicable).
• Personnel trained in occupational health and safety, hazardous chemical handling, and use of PPE.
• Knowledge of South African standards and regulations related to cleaning and pest control services.
• Ability to develop and implement work schedules, contingency plans, and quality control measures.
• Capability to supply and maintain all necessary equipment, chemicals, and consumables throughout the contract period.
• Proven track record in managing similar contracts within government or large institutional environments.
