Objectives

The primary objective of this tender is to establish a panel of qualified built environment professionals to provide consultancy services for infrastructure projects in the Eastern Cape Department of Transport over a period of thirty-six (36) months. The panel aims to facilitate efficient project execution by pre-qualifying service providers across various disciplines, ensuring expertise, compliance, and capacity to deliver quality infrastructure development.

Scope

The scope encompasses the appointment of professional service providers across multiple disciplines including:

• Major Services: Surveying, Engineering (Civil, Electrical, Mechanical), Town Planning, Land Surveying, Construction Health & Safety, Social Facilitation.
• Specialized Services: Geotechnical Engineering, Traffic Engineering, Transport Planning, Environmental Assessment, Architectural Services.
• Multidisciplinary Services: Civil Works, Building Works, Land Surveying, Social Facilitation, and other built environment services.

The panel will be utilized for various infrastructure projects as and when required, with appointments based on project scope, complexity, and budget constraints.

Technical Requirements

The technical criteria for participation include:

• Registration with relevant professional bodies (e.g., ECSA, SACNASP, SACPCMP, SACAP, SAGC, SACPLAN).
• Minimum CIDB grading classifications aligned with the scope and value of projects.
• Key personnel must possess relevant qualifications (e.g., BSc, B-Tech, MS, M-Tech) and a minimum of 10 years’ experience in their respective disciplines.
• Demonstrated experience in executing similar projects within the past 10 years, supported by appointment letters and completion certificates.
• Compliance with mandatory documentation, including signed forms, registration certificates, and proof of local office presence.
• Adherence to evaluation criteria based on functionality, experience, key personnel, company experience, and specific goals.

Skills Requirements

The skills required from bidders include:

• Professional expertise in built environment disciplines such as civil, electrical, mechanical engineering, town planning, land surveying, environmental assessment, traffic engineering, and social facilitation.
• Project management skills with proven track record in delivering multi-disciplinary infrastructure projects.
• Technical proficiency in design, planning, environmental assessments, geotechnical investigations, and safety management.
• Strong administrative and compliance skills to meet tender submission requirements and contractual obligations.
• Ability to mobilize and manage multidisciplinary teams, including key personnel with relevant qualifications and experience.
• Effective communication, reporting, and stakeholder engagement skills.
