Objectives

The primary objective of this tender is to establish a 36-month contract for the service, maintenance, and repair of air conditioners in Kimberley and surrounding areas. The aim is to ensure reliable operation, optimal performance, and longevity of air conditioning systems through scheduled maintenance and repairs, supporting the Department of Public Works and Infrastructure's mandate to maintain state-owned facilities efficiently.

Scope

The scope encompasses:

• Provision of comprehensive service and maintenance for all air conditioning units within the specified region for a period of 36 months.
• Carrying out repairs, parts replacement, and routine servicing as per manufacturer specifications and relevant standards (e.g., SABS 1475).
• Inclusion of preventative maintenance to minimize system failures and extend equipment lifespan.
• Adherence to environmental and safety standards, including EPWP requirements and health & safety regulations.
• Coordination with the Department’s facilities management and compliance with contractual obligations related to quality, safety, and environmental management.

Technical Requirements

The technical requirements include:

• Maintenance and servicing of all types of air conditioning systems, including HVAC units, in accordance with manufacturer guidelines and SABS standards.
• Use of approved parts and materials that meet relevant standards and specifications.
• Provision of qualified and registered technicians with appropriate certifications (e.g., SAQCC-GAS where applicable).
• Implementation of a preventative maintenance schedule, including inspections, cleaning, refrigerant checks, and system calibration.
• Preparation and submission of detailed maintenance reports, including progress, compliance, and incident reports.
• Compliance with health, safety, and environmental regulations, including EPWP labour practices and safety standards.
• Provision of necessary tools, equipment, and safety gear for technicians.
• Adherence to the project specifications, scope of work, and contractual terms outlined in the tender documentation.

Skills Requirements

The skills and qualifications required for bidders include:

• Registered and certified HVAC technicians with relevant qualifications and experience.
• Technicians with SAQCC-GAS certification for handling refrigerants and gas systems.
• Proven experience in maintenance and repair of air conditioning and HVAC systems, preferably in government or large institutional facilities.
• Knowledge of relevant standards (e.g., SABS 1475, SANS 1200) and safety regulations.
• Ability to develop and implement maintenance schedules and reports.
• Competence in health & safety management, including risk assessments and incident reporting.
• Effective communication skills for coordination with the Department and reporting requirements.
• Demonstrated capacity to manage labour-intensive projects in compliance with EPWP guidelines.
