Objectives

The primary objective of this tender is to appoint a qualified Mechanical Engineer to provide mechanical engineering services for the relocation of steam boilers from Prince Mshiyeni Memorial Hospital to the Laundry Yard. The project aims to facilitate the decommissioning and relocation of boilers to improve operational efficiency and safety, eliminating the need for steam decanting between hospital and laundry facilities.

Scope

The scope of work includes:

• Providing mechanical engineering services for the relocation of boilers, including project planning, design, and supervision.
• Establishing project objectives, constraints, and strategies in accordance with relevant legislation and guidelines.
• Preparing procurement strategies and documentation for effective project execution.
• Ensuring effective completion, handover, and operational readiness of the relocated boilers.
• Carrying out fire engineering scope to ensure fire compliance.
• Providing full professional team services across all project stages, from inception to completion, including design, construction monitoring, and project management.

Technical Requirements

The technical requirements include:

• Demonstrated experience in projects involving coal-fired steam boilers, with at least one relevant project documented.
• Key professional to be assigned must be a registered professional engineer with ECSA, with a minimum of five years post-registration experience in coal-fired boiler projects.
• Provision of a detailed project plan, including stages aligned with government gazettes and departmental approval processes.
• Submission of a comprehensive fee structure, including professional fees, reimbursables, and any additional services.
• Proof of professional indemnity insurance of at least R5,000,000.
• Compliance with all relevant standards, legislation, and project-specific fire and safety regulations.

Skills Requirements

The skills and expertise required for the tender include:

• Proven experience in mechanical engineering related to coal-fired steam boilers and boiler relocation projects.
• Registered professional engineer with ECSA.
• Ability to develop and manage project plans, procurement strategies, and technical documentation.
