Objectives

The primary objective of this tender is to appoint a qualified and experienced Professional Land Surveyor to undertake the subdivision of Portion A of Erf 1325 Sundumbili A, located in Mandeni, KwaZulu-Natal. The surveyor will provide comprehensive land surveying services, including cadastral boundary establishment, servitude indication, preparation of subdivision diagrams, and facilitation of SPLUMA applications to support the development of departmental offices.

Scope

The scope of work encompasses:

• Indicating all servitudes and cadastral boundaries, establishing boundary pegs, and delineating flow directions for utilities where applicable (water, sewer, fibre, electricity).
• Producing a Digital Terrain Model (DTM) and Digital Surface Model (DSM) with contour lines at 0.25m intervals, in WGS format.
• Conducting land use analysis, infrastructure assessment, and traffic impact studies.
• Preparing detailed site development plans, architectural concepts, and SPLUMA applications.
• Submitting survey diagrams for approval by the Surveyor General and registering the final diagrams with the Deed Office.
• Engaging in public participation processes, responding to objections, and liaising with municipal authorities for subdivision and rezoning approvals.

Technical Requirements

The technical requirements include:

• Appointing a registered Professional Land Surveyor (Pr. Eng) with a minimum of 5 years post-registration experience in land surveying projects.
• Providing evidence of recent (not older than 3 months) professional registration and experience on land surveying work over 2000m² within the last five years.
• Submitting at least three SG Diagrams for projects over 2000m² completed in the last five years.
• Adhering to the Geomatics Professional Act 19 of 2013, Chapter 3, Item 17, and being a shareholder of the appointed firm.
• Using WGS format for all survey data, with no local coordinate systems.
• Providing detailed motivation, land use analysis, and alignment with municipal bylaws and planning frameworks.
• Attending at least two site meetings per month during the project execution.

Skills and Competency Requirements

• Registration with the relevant Professional Body/Council as a Professional Land Surveyor (Pr. Land Surveyor).
• Proven experience in cadastral surveying, subdivision projects, and SPLUMA applications.
• Demonstrated ability to prepare detailed topographic surveys, land use analyses, and infrastructure assessments.
• Capability to produce accurate survey diagrams, coordinate with municipal authorities, and manage public participation processes.
• Team composition must include a lead Professional Land Surveyor with at least five years of relevant experience, supported by qualified technical personnel.
• Provision of a detailed organogram indicating roles, responsibilities, and professional registration details of team members.
• Submission of recent (not older than 3 months) proof of registration and experience, including CVs and references.
