Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to review the Ingquza Hill Local Municipality Land Audit Report. The review aims to verify land ownership, update land records, identify illegal land occupations, and enhance the municipality’s cadastral and valuation systems. The project seeks to improve land management, increase revenue collection, and ensure accurate land ownership data within the municipal jurisdiction.

Scope

The scope of work includes:

• Spatial identification and ownership verification of land/properties with certification of Title Deeds or records from the Deeds Office.
• Comprehensive land audit of all properties within the municipal area.
• Physical verification of municipal-owned properties, including illegal occupations and lease status.
• Auditing various land categories such as parent farms, agricultural holdings, erven, sectional title schemes, proclaimed townships, and land claims.
• Development of a user-friendly GIS database with ownership categories, cadastral data, and land attributes.
• Enhancement of municipal valuation roll to improve revenue collection.
• Identification of existing servitudes and recording detailed land information (zoning, extent, use, location).
• Provision of land use and development proposals for municipal properties.
• Preparation of a comprehensive land audit report including maps, tables, graphs, and analysis.

The project duration is eight months, with deliverables including implementation plans, progress reports, cadastral and GIS data, land register, and audit reports.

Technical Requirements

The technical requirements for the tender include:

• Appointment of a multidisciplinary team comprising:
• Professional Town Planner (registered with SACPLAN) with at least 9 years’ experience.
• Qualified Land Surveyor (registered with PLATO or SAGC) with at least 6 years’ experience.
• Legal expert in conveyancing with at least 3 years’ experience.
• GIS specialist (registered with SAGC) with at least 3 years’ experience.
• Development of a detailed methodology and approach to meet project objectives and deliverables.
• Creation of a credible cadastral dataset aligned with Surveyor General standards, including subdivisions and consolidations.
• Physical verification of municipal land, including illegal occupations and lease status.
• Design and development of a GIS database with ownership, land use, servitudes, and land claims.
• Preparation of land use proposals and development potential assessments for municipal properties.
• Provision of monthly progress reports and adherence to project timelines.
• Compliance with municipal procurement policies, tax regulations, and land management standards.
• Submission of all deliverables in specified formats, including GIS shapefiles, hard copies, and detailed reports.

The evaluation of technical capability will consider project experience, team qualifications, methodology, and references, with functionality scoring out of 100 points.
